On December 23, 2025, at Melia Hanoi Hotel, the National Cyber Security Association in collaboration with the State Bank of Vietnam organized a Workshop on "Protecting national financial security in the digital age".
Speaking at the workshop, Lieutenant General Nguyen Minh Chinh - Permanent Vice President of the National Cyber Security Association - emphasized that finance - banking is not only the mach of the economy but also one of the earliest, fastest and most profoundly affected areas of digital technology.
According to Mr. Nguyen Minh Chinh, digital banking, digital payment, digital finance and digital asset markets are opening up many new opportunities for development, creating conditions to promote innovation and improve service quality for people and businesses.
However, along with those opportunities are increasingly clear challenges in cybersecurity and information security, especially the risk of high-tech fraud and deception with sophisticated, complex and cross-border methods and tricks.
This reality requires development to go hand in hand with ensuring security and safety. Financial security in the digital age is not only a technical or professional issue, but is directly linked to people's trust, market stability and security and safety of the national economy.

Sharing the same view, Lieutenant Colonel Trieu Manh Tung - Deputy Director of the Department of Cyber Security and High-Tech Crime Prevention (A05), Ministry of Public Security - commented that high-tech crimes in the financial - banking sector are complicated, organized, taking full advantage of new technology platforms and the rapid development of digital finance.
"Attacks, property appropriation, and high-tech fraud not only cause economic damage but also directly affect national security and social order and safety," Mr. Tung assessed.
According to Lieutenant Colonel Trieu Manh Tung, the cybersecurity force clearly identifies its core role in advising, detecting, preventing and combating acts of violating national security in cyberspace.
" Strengthening coordination between management agencies, functional forces, banking systems, technology enterprises and related organizations is considered a key factor to improve the effectiveness of early warning, information sharing and promptly handling risks and incidents that arise," said Mr. Tung.

In that context, the legal corridor for national financial security protection continues to be improved. The organization of the Opening Ceremony and the High-level Conference of the United Nations Convention against Cybercrime (Hanoi Convention) is considered an important milestone, demonstrating Vietnam's proactive role in international cooperation in preventing and combating cybercrime, thereby contributing to protecting financial security and national cyberspace.
From the perspective of industry management, Mr. Phan Thai Dung - Deputy Director of the Department of Information Technology, State Bank of Vietnam - said that in recent times, the banking industry has been one of the pioneering areas in digital transformation, technological innovation and services, with the transaction rate on digital channels at many credit institutions reaching a high level. In parallel with the digitalization process, the banking industry has paid special attention to ensuring the security and safety of information systems to ensure sustainable development.

According to Mr. Phan Thai Dung, with the strong direction of the State Bank, the effective coordination of ministries, branches and the synchronous implementation of credit institutions and payment intermediaries, the work of ensuring information security and safety of the banking sector has been basically implemented seriously in recent times, contributing to maintaining the safe and stable operation of the system.
However, in the context of strong digital transformation and the global cybersecurity environment continues to have many complicated developments, ensuring cyber security and preventing and combating high-tech crimes in the banking sector is identified as a key task, of special importance.
"To effectively respond to new threats, it is necessary to have close coordination between the State Bank, the Ministry of Public Security, the National Cyber Security Association and domestic and foreign cybersecurity organizations and experts," Mr. Dung emphasized.
