Ho Chi Minh City People's Committee has just issued a document directing the implementation of the plan to inspect and supervise the quality of E10 bio-gasoline in 2026.
The inspection was launched in the context of E10 gasoline officially being used nationwide from June 1, 2026. This is a type of gasoline with an ethanol content of 8-10%, so the quality of blending, preservation and distribution are stages that need to be strictly controlled.
According to the direction of the Chairman of the Ho Chi Minh City People's Committee, the Department of Science and Technology is assigned to preside over and coordinate with relevant agencies to strengthen inspection of compliance with regulations on standards, technical regulations, measurement and quality for E10 bio-gasoline in the city.
In addition to inspection activities at business establishments, the Department of Science and Technology organizes a survey of the quality of E10 gasoline on the market to promptly detect risks of not ensuring quality.
The Ho Chi Minh City People's Committee requests that the inspection must be focused on key points, within the scope and authority; avoid overlapping with other inspection and examination activities, and at the same time not affect the normal production and business activities of enterprises.
In case signs of violation exceeding authority are detected, the inspection agency must promptly transfer the dossier or propose to the competent authority to handle it according to regulations.
The city also requests to promote information and propaganda to help gasoline and oil businesses and consumers understand the correct purpose of inspection and supervision activities.
This is to serve state management, protect consumer rights, and avoid causing panic or unnecessary impacts on the gasoline and oil market.
After the inspection process, the Department of Science and Technology summarizes and evaluates the implementation results, reports to the Ho Chi Minh City People's Committee and the Ministry of Science and Technology, and at the same time proposes solutions to improve the effectiveness of state management of E10 bio-gasoline business activities.
For the Department of Industry and Trade, the Ho Chi Minh City People's Committee assigned the task of reviewing and regularly updating the list of organizations and individuals in the gasoline supply chain that trade in E10 bio-gasoline, including production facilities, blending facilities, warehouses, distribution traders, general agents, agents and retail stores. In which, priority is given to monitoring facilities with high risk of quality, measuring or having previously had consumer feedback and complaints.
The Department of Industry and Trade will also coordinate with the Department of Science and Technology to strengthen inspection of compliance with regulations on standards, technical regulations, measurement and quality for E10 gasoline; at the same time, promote propaganda to help businesses and people understand the purpose of the inspection, contributing to ensuring the gasoline and oil market operates stably and transparently.
Before being deployed nationwide, Ho Chi Minh City has been piloting E10 gasoline for more than 8 months. By the beginning of June 2026, consumption output in the city reached about 3,000-4,000m3/day, an increase of about 40% compared to the initial phase and no incidents related to fuel quality have been recorded.
