Within the framework of negotiating the Bilateral Agreement on counter- trade between Vietnam and the United States, the ministerial-level negotiation session between Minister of Industry and Trade Nguyen Hong Dien, Head of the Government negotiation Delegation and Chief Trade Representative of the United States Jamieson Greer, Head of the US negotiation Delegation took place on November 10, 2025 in Washington, D.C., United States.

This is the 8th direct ministerial meeting between the two countries, taking place right before the official technical meeting taking place from November 12-14, 2025 in Washington, D.C. In an open, frank and constructive atmosphere, the two Ministers discussed and determined the direction for handling major remaining issues, and spent time discussing the contents of bilateral trade relations.
At the beginning of the negotiation session, US Trade Representative General Jamieson Greer reorganized the work that the two sides have implemented and appreciated the fact that the two countries have agreed on a Joint Statement on the Framework of Comparative, Fair and Balanced Trade Agreement, considering this an important basis for quickly promoting and completing the negotiation process. He also highly appreciated Vietnam's goodwill, systematic approach and problem- handling of the proposals made by the US, and acknowledged the efforts and constructive spirit of the Vietnam negotiation Team. He also responded frankly and quite positively to some of Vietnam's proposals.

On the Vietnamese side, Minister Nguyen Hong Dien emphasized Vietnam's determination to build a balanced and sustainable economic and trade relationship with the United States and announced many measures that Vietnam has proactively implemented in the past to promote bilateral trade exchanges.
Minister Nguyen Hong Dien said that the completion of the Comprehensive Trade Agreement will help further strengthen bilateral relations not only in the field of trade but also in many other fields, in line with the Vietnam - US Comprehensive Strategic Partnership.
On that basis, Minister Nguyen Hong Dien made a number of proposals to help promote the negotiation process. In addition, the Minister also suggested that the two sides have a practical and flexible approach for the practical benefits of both sides. These proposals were recognized by Chief Trade Representative Jamieson Greer and assigned to the US technical agency for studying and discussing with the Vietnamese side.
The two Ministers agreed to assess that this negotiation session is very important to resolve the remaining issues in order to soon complete the counterpart trade agreement that benefits both Vietnam and the United States.
