On the occasion of accompanying the Prime Minister to attend the 47th ASEAN Summit and related conferences in Kuala Lumpur, Malaysia, on October 26, 2025, Minister Nguyen Hong Dien had a meeting and working with US Deputy Secretary of State in charge of the economy, environment and energy Jacob Helberg.
At the meeting, Minister Nguyen Hong Dien and Deputy Minister Jacob Helberg discussed economic and trade cooperation between Vietnam and the United States and areas with potential for promotion between the two countries.
The two sides shared their views that despite many difficulties, the overall Vietnam - US Comprehensive Strategic Partnership is constantly developing well.
2025 marks the 30th anniversary of the normalization of diplomatic relations (19952025) and 2 years of the establishment of the Comprehensive Strategic Partnership framework (20232025). This is not only an important milestone, but also a vivid testament to the remarkable maturity of the Vietnam - US relationship, opening a new period of deeper, more substantial and strategic cooperation.
The US Deputy Secretary of State expressed his interest in the potential for cooperation in the field of artificial intelligence (AI), building and strengthening the resilience of the supply chain, and developing new energy sources.
Minister Nguyen Hong Dien affirmed that AI is not only a technology, but a driving force to improve productivity and national competitiveness, so Vietnam wishes to cooperate substantially, associated with training, standards and technology transfer.
The Minister stated that Vietnam has preferential policies and incentives for innovation, and wishes to learn from experience and cooperate with development partners such as the United States, and expressed the Ministry of Industry and Trade's willingness to study the possibility of cooperation with the United States in this field.
Regarding the supply chain issue, Minister Nguyen Hong Dien affirmed that Vietnam has been implementing many programs and policies to diversify input supply sources for manufacturing industries. In the energy sector, Minister Nguyen Hong Dien introduced Vietnam's energy development policies and guidelines, suggesting that the US side continue to support Vietnam in developing new energy sources and large-scale renewable energy associated with the green finance mechanism and technology transfer.
In addition, at the meeting, Minister Nguyen Hong Dien raised Vietnam's concerns about the US Ocean and Atmospheric Administration (NOAA) not recognizing the equivalent for 12 important fisheries in Vietnam, threatening the livelihoods of hundreds of thousands of workers, seriously affecting the international position of the Vietnamese seafood industry; at the same time, significantly limiting the choice and supply for US consumers.
The Minister also suggested that the US take a direction to handle Vietnam's request to soon recognize a market economy and remove Vietnam from the D1 and D3 lists to limit the export of high-tech products. The US side acknowledged and affirmed that it will fully consider Vietnam's proposal.
At the end of the working session, the two sides agreed to assign technical staff to specifically study the possibility and cooperation plan for further discussion in the future.
