Decree 268/2026/ND-CP of the Government on agricultural extension will take effect from August 20, 2026, which stipulates many support policies for people participating in training, coaching and technology transfer in agriculture.
According to Clause 1, Article 13 of Decree 268/2026/ND-CP, people participating in agricultural extension training, training, and fostering are supported with a maximum of 100% of expenses including materials, food, travel and accommodation.
Regulations use the phrase "participants", so the beneficiaries of support are not limited to farmers. The Decree identifies groups receiving technology transfer in agriculture including farmers, farm owners, linkage groups, cooperative groups, cooperatives, businesses and organizations and individuals operating in production and business in the fields of agriculture and environment.
Not defaulting to 100% full payment of all expenses
The support level is specified as "maximum 100%", which does not mean that all participants in all training classes are naturally fully reimbursed.
According to the principles in the Decree, the state budget supports agricultural extension activities based on economic and technical norms issued by competent authorities, suitable to the socio-economic conditions of each locality and budget balancing capacity. One content is also not eligible for duplicate support from multiple state investment sources.
Therefore, the specific spending level for food, travel, accommodation and documents will be based on the approved agricultural extension program and plan, applicable norms and allocated funding sources.
The Decree also prioritizes training, coaching, and fostering grassroots agricultural extension officers, community agricultural extension forces, women and ethnic minorities.
Lecturers also enjoy support regimes
Not only learners, but also people participating in teaching, teaching assistants, practical guidance, sightseeing guidance and organizing agricultural extension classes are entitled to 100% of the support regimes according to regulations.
This policy aims to attract experts, scientists, artisans and good farmers to participate in teaching at training classes, workshops, and agricultural extension training.
In addition to training activities, participants in agricultural extension events are also supported with materials, travel, food and accommodation costs. The state budget can support up to 100% of the funding for information and communication activities for agricultural extension, conferences, seminars, fairs, exhibitions, forums and agricultural extension consulting.
