From March 1, 2025, the General Department of Customs officially converted the organizational model according to Decision No. 382/QD-BTC, with a three-level structure including the Customs Department, 20 regional branches and customs units at border gates/outside border gates under the Ministry.
According to the new model, the Customs Department has 12 units under the Central Government, including functional departments such as Office, Legal Department, Cadre Organization, Inspectorate - Inspectorate, Control and Management of Customs, Risk Management, Information Technology and Statistics, along with specialized departments such as Customs Inspection, Anti-smuggling Investigation, Post-clearance Inspection.
In the locality, the Customs Branch is organized in 20 areas, including:
The Customs Branch of Region I includes: Hanoi, Vinh Phuc, Phu Tho, Hoa Binh, Yen Bai, headquartered in Hanoi; Customs Branch of Region II in Ho Chi Minh City.
The Customs Branch of Region III includes: Hai Phong, Thai Binh, headquartered in Hai Phong; Customs Branch of Region IV includes: Hung Yen, Hai Duong, Ha Nam, Nam Dinh, headquartered in Hung Yen; Customs Branch of Region V includes Bac Ninh, Bac Giang, Tuyen Quang, Thai Nguyen, Bac Kan, headquarters in Bac Ninh.
The Customs Branch of Region VI includes: Lang Son, Cao Bang, headquartered in Lang Son; Customs Branch of Region VII includes: Ha Giang, Lao Cai, Dien Bien, Lai Chau, Son La, headquartered in Lao Cai; Customs Branch of Region VIII in Quang Ninh.
The Customs Branch of Region IX includes: Quang Binh, Quang Tri, Hue, headquartered in Quang Binh; the Customs Branch of Region X includes: Thanh Hoa, Ninh Binh, headquartered in Thanh Hoa.
The Customs Branch of Region XI includes Nghe An, Ha Tinh, headquartered in Ha Tinh; Customs Branch of Region XII Da Nang, Quang Nam, Quang Ngai, headquartered in Da Nang; Customs Branch of Region XIII includes Khanh Hoa, Ninh Thuan, Binh Dinh, Phu Yen, headquartered in Khanh Hoa; Customs Branch of Region XIV includes: Gia Lai, Kon Tum, Dak Lak, Dak Nong, Lam Dong, headquartered in Dak Lak.
The Customs Branch of Region XV includes: Binh Thuan, Ba Ria - Vung Tau, headquartered in Ba Ria - Vung Tau; the Customs Branch of Region XVI includes: Binh Duong, Binh Phuoc, Tay Ninh, headquartered in Binh Duong.
The Customs Branches of the XVII region include: Long An, Ben Tre, Tien Giang, headquartered in Long An; Customs Branches of the XVIII Dong Nai region; Customs Branches of the XIX region include: Can Tho, Ca Mau, Hau Giang, Vinh Long, Tra Vinh, Soc Trang, Bac Lieu, headquartered in Can Tho; Customs Branches of the XX region include: Dong Thap, An Giang, Kien Giang, headquarters in Dong Thap.
Customs units at border gates/outside border gates under the regional Customs Branch with a quantity of no more than 165 units, operating under the specialist regime, having legal status and their own seal, opening accounts at the State Treasury according to regulations.
The Ministry of Finance requires the Director of the Customs Department to organize and reorganize the apparatus according to the new model within 3 months from the effective date of the decision. At the same time, the Customs Department is responsible for submitting to the Minister of Finance to report to the Government and the Prime Minister on important draft laws, resolutions and policies related to customs activities.
