Ho Chi Minh City Chairman requests breakthrough solutions to combat traffic jams and flooding

Ho Chi Minh City - Existing problems such as traffic jams, flooding, environmental pollution, administrative reform, and investment promotion need to be clarified and have effective solutions to overcome.

The above request was raised by Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc at the second (expanded) Conference of the Executive Committee of the Ho Chi Minh City People's Committee, term I, 2025 - 2030, held on the morning of January 16.

Speaking at the conference, Mr. Nguyen Van Duoc said that in 2025, the City will continue to maintain a high economic growth rate, creating an important foundation for implementing development goals in the coming period.

Notably, on January 15, Ho Chi Minh City simultaneously started and unveiled 4 key projects with a total investment of nearly 240,000 billion VND (more than 9 billion USD).

After the 14th National Party Congress, the City will continue to implement many large projects, creating an important driving force to strive for growth in 2026 to reach over 10%.

2025 is also the first year that Ho Chi Minh City's budget revenue exceeded the 800,000 billion VND mark. According to Mr. Nguyen Van Duoc, this result shows the efforts, determination, and high sense of responsibility of the City leaders, the companionship of the entire political system, business community and people.

The Chairman of the Ho Chi Minh City People's Committee highly appreciated the role of businesses in infrastructure development, creating trust and motivation for the City. Many businesses have proactively and voluntarily participated in implementing projects that bring practical benefits to people.

In addition, the City is gradually removing obstacles in abandoned "golden land" areas; many public works are being implemented such as renovating Le Loi street, renovating parks..., bringing important socio-political significance, meeting the aspirations of the people.

In 2025, Ho Chi Minh City had a major institutional boost when the National Assembly issued Resolution 260/2025/QH15 amending and supplementing a number of articles of Resolution 98/2023/QH15, opening up a new development space, creating conditions for the City to aim for a growth target of over 10%.

However, the Chairman of the Ho Chi Minh City People's Committee frankly acknowledged that there are still many shortcomings and limitations that need to be focused on overcoming. Mr. Nguyen Van Duoc proposed that the conference discuss in depth, clarify the causes and propose specific and feasible solutions to pressing issues such as traffic jams, flooding, environmental pollution, as well as the effectiveness of administrative reform and investment promotion.

Mr. Nguyen Van Duoc emphasized that in 2026 Ho Chi Minh City will strongly reform investment promotion work in the direction of reducing costs and increasing efficiency; focusing on serving people and existing businesses in the best way to create a spillover effect.

Taking care of existing businesses and people is the best investment promotion solution" - Chairman of Ho Chi Minh City People's Committee emphasized.

The Chairman of Ho Chi Minh City People's Committee also requested units to research and propose synchronous, scientific, and breakthrough solutions right from the beginning of the year, in order to achieve and exceed the targets and tasks for 2026, associated with 3 breakthrough and key programs according to the Resolution of the 1st Party Congress of the City People's Committee, term 2025 - 2030.

In which, the City especially focuses on promoting economic growth, striving for GRDP to increase by over 10%, the digital economy to contribute 30% of GRDP; proactive and flexible in management, timely policy response; quickly and effectively implement Resolution 260/2025/QH15; remove obstacles, accelerate the progress of key projects; promote administrative reform, improve competitiveness; promote science and technology, innovation and digital transformation.
