However, regulations on bottle repair currently only mention stages such as ear cutting, bottle grinding, welding... and do not mention burning or painting.
Functional agencies also recorded that the production line system has been specializedly inspected for fire prevention and fighting. For the storage of bottles of other brands, businesses have contracts to send bottles and exchange agreements in accordance with regulations.

Market Management Team No. 5 has requested Hai An Company to complete all licensing procedures if LPG cylinder shells are repaired, and at the same time strictly manage the number of bottle shells in business operations.
The Market Management force affirmed that while the case is being further studied and reviewed, if clear violations are detected, inspection and handling will be carried out according to regulations.

Previously, on January 24, 2026, following the market management force, reporters recorded at the factory of Hai An Company - Lao Cai Branch (Lot 4, Dong Pho Moi Industrial Cluster) a large number of gas cylinder shells of many brands being gathered in the premises.
The enterprise presented 2 records of shell exchange and 2 contracts for sending goods. However, inspection showed that 2 records of exchange and 1 contract for sending goods had expired at the time of inspection.

The record of shell exchange with Son Yen Co., Ltd. (signed on January 1, 2024, term of 1 year) has expired from the beginning of 2025. The record with Huy Hieu Gas Co., Ltd. (signed on June 1, 2023, term of 2 years) also expired from June 2025. The shipment contract with Tan Phuc Hung Trading Joint Stock Company expired from December 31, 2025.
At the time of actual recording, some workers were burning gas cylinder shells in the factory premises.


Mr. Hoang Van Lieu - Director of Hai An Factory, Lao Cai branch - said that the unit currently discharges about 100-150 tons of LPG per month. According to him, burning shells to serve the stainless tank repainting stage and the situation of storing shells of many brands is common due to the recall process from agents.
However, the factory's leaders also admitted that LPG bottle paint and repair activities must be licensed by the Ministry of Industry and Trade and the unit has not yet been licensed for this activity.
