The People's Committee of Bac Ninh province has just sent an official dispatch to the Provincial Industrial Park Management Board.
Accordingly, based on the inspection conclusion No. 4557/KL-BKHDT dated June 13, 2024 of the Ministry of Planning and Investment (now the Ministry of Finance) on the operation and development of industrial parks in the old Bac Giang province;
According to the proposal of the Provincial Industrial Park Management Board in the report dated August 29, 2025 on the proposal to overcome the existing problems of the investment project to build and operate infrastructure of Hoa Phu Industrial Park according to the inspection conclusion of the Ministry of Planning and Investment (now the Ministry of Finance);
Vice Chairman of the Provincial People's Committee Pham Van Thinh has the following opinion:
Agreeing with the proposal of the Provincial Industrial Park Management Board on handling violations and implementing remedial measures for violations of the Hoa Phu Industrial Park Infrastructure Investment and Business Project according to the inspection conclusion No. 4557/KL-BKHDT, dated June 13, 2024 of the Ministry of Planning and Investment (now the Ministry of Finance).
Assign the Provincial Industrial Park Management Board to preside over and coordinate with the Department of Justice, relevant departments and branches to review legal regulations and project documents; appraise and evaluate the capacity of the investor Hoa Phu Invest Company Limited; report to the Chairman of the Provincial People's Committee on remedial measures before September 17, 2025, ensuring compliance with regulations.
According to the reporter's investigation, Hoa Phu Industrial Park is located in Hiep Hoa district, Bac Giang province (old), now in Bac Ninh province. The project has an area of 293 hectares, invested by Hoa Phu Invest Company Limited.
Hoa Phu Industrial Park Phase 1 has been filled, attracting 18 investment projects, including 17 FDI projects and 1 DDI project. Currently, the investor is constructing the Hoa Phu Industrial Park expansion phase 1 with a total capital of more than 1,093 billion VND.
After the merger, Bac Ninh has 33 industrial parks with a total area of over 10,100 hectares, with an occupancy rate of about 56%.
In the first 7 months of 2025, Bac Ninh province attracted 9.9 billion USD of domestic investment capital and 3.9 billion USD of FDI capital.
Notably, with a turnover of nearly 8.68 billion USD, Bac Ninh unexpectedly surpassed Ho Chi Minh City to rise to become the locality with the highest export turnover in the country in July 2025, according to data from the Customs Department.
