The Ministry of Public Security is seeking public opinion on the draft Decree on administrative penalties for traffic order and safety violations in the field of road traffic; point deduction, and point restoration of driving licenses.
In the draft Decree, to match the nature and severity of the violations, the Ministry of Public Security proposes new fines for alcohol concentration violations by vehicle operators.
Accordingly, for drivers of cars and similar vehicles, four-wheeled motorized passenger vehicles, and four-wheeled motorized cargo vehicles:
A fine of 800,000 VND to 1,000,000 VND for driving on the road with an alcohol concentration in the blood or breath not exceeding 50 milligrams/100 milliliters of blood, or not exceeding 0.25 milligrams/1 liter of breath (the old fine was 6,000,000 VND to 8,000,000 VND).
In addition to the fine, the driver committing the above violation will also have 2 points deducted from their driving license.
A fine of 16,000,000 VND to 18,000,000 VND for driving on the road with an alcohol concentration in the blood or breath exceeding 50 milligrams to 80 milligrams/100 milliliters of blood, or exceeding 0.25 milligrams to 0.4 milligrams/1 liter of breath (maintained according to the current fine level).
In addition to the fine, the driver committing the above violation will also have 10 points deducted from their driving license.
A fine of 30,000,000 VND to 40,000,000 VND for driving on the road with an alcohol concentration in the blood or breath exceeding 80 milligrams/100 milliliters of blood, or exceeding 0.4 milligrams/1 liter of breath (maintained according to the current fine level).
In addition to the fine, the driver committing the above violation will also have 12 points deducted from their driving license (zero points - PV).
For drivers of motorcycles, mopeds, similar vehicles to motorcycles, and similar vehicles to mopeds:
A fine of 400,000 VND to 600,000 VND for driving on the road with an alcohol concentration in the blood or breath not exceeding 50 milligrams/100 milliliters of blood, or not exceeding 0.25 milligrams/1 liter of breath (the old fine was 2,000,000 VND to 3,000,000 VND).
In addition to the fine, the driver committing the above violation will also have 2 points deducted from their driving license.
A fine of 4,000,000 VND to 5,000,000 VND for driving on the road with an alcohol concentration in the blood or breath exceeding 50 milligrams to 80 milligrams/100 milliliters of blood, or exceeding 0.25 milligrams to 0.4 milligrams/1 liter of breath (maintained according to the current fine level).
In addition to the fine, the driver committing the above violation will also have 10 points deducted from their driving license.
A fine of 6,000,000 VND to 8,000,000 VND for driving on the road with an alcohol concentration in the blood or breath exceeding 80 milligrams/100 milliliters of blood, or exceeding 0.4 milligrams/1 liter of breath (maintained according to the current fine level).
In addition to the fine, the driver committing the above violation will also have 12 points deducted from their driving license (zero points - PV).
Other additional penalties are applied according to the provisions of the law.
