Error running below minimum speed:
- For cars.
Fine from 800,000 VND to 1,000,000 VND if
Driving below the minimum speed on a road section with a minimum speed limit.
Driving at a lower speed than other vehicles traveling in the same direction without moving to the right lane of your direction, except in cases where other vehicles traveling in the same direction are traveling at a speed exceeding the prescribed speed limit.
- For motorbikes
Fine from 200,000 VND to 400,000 VND for driving below the minimum speed on a road section with a minimum speed limit.
Fine from 400,000 VND to 600,000 VND for driving at low speed without keeping to the right side of the road, causing traffic obstruction.
Regulations on maximum speed of vehicles participating in traffic in 2025 are implemented according to the provisions of Circular 38/2024/TT-BGTVT.

Penalty for driving a motorbike over the speed limit from 05 km/h to under 10 km/h: Fine from 400,000 VND to 600,000 VND.
Penalty for driving a motorbike 10 km/h to 20 km/h above the speed limit: Fine from 800,000 VND to 1,000,000 VND.
Penalty for driving a motorbike over the speed limit by more than 20 km/h: Fine from 6,000,000 VND to 8,000,000 VND; at the same time, the violator will have 04 driving license points deducted.
- For cars
Penalty for driving a car over the speed limit from 05 km/h to under 10 km/h: Fine from 800,000 VND to 1,000,000 VND.
Penalty for driving a car 10 km/h to 20 km/h above the speed limit: Fine from 4,000,000 VND to 6,000,000 VND; at the same time, the violator will have 02 driving license points deducted.
Penalty for driving a car at a speed exceeding the prescribed speed limit from 20 km/h to 35 km/h: Fine from 6,000,000 VND to 8,000,000 VND; at the same time, the violator will have 04 driving license points deducted.
Penalty for driving a car over the speed limit of 35 km/h: Fine from 12,000,000 VND to 14,000,000 VND; at the same time, the violator will have 06 driving license points deducted.
