Decree 168/2024/ND-CP on penalties and deduction of driving license points for motorcyclists who violate regulations on vehicle conditions when participating in traffic takes effect from January 1, 2025 (Decree 168/2024/ND-CP).
According to Point l, Clause 7, Article 32 of Decree 168/2024/ND-CP, a fine of VND 4 million to VND 6 million shall be imposed on individuals and VND 8 million to VND 12 million shall be imposed on organizations that are owners of automobiles (including trailers and semi-trailers), four-wheeled motorized passenger vehicles, four-wheeled motorized cargo vehicles, specialized motorcycles and vehicles similar to automobiles that commit one of the following violations: Intentionally interfering with the odometer to distort the readings of the automobile.
In addition to being subject to penalties, individuals and organizations that commit the act of rewinding the odometer will be subject to remedial measures such as being forced to readjust the index on the odometer of the car that has been distorted.
The regulation prohibiting speedometer rewinding is a new regulation recorded in the Law on Road Traffic Safety and Order, effective January 1, 2025.
Clause 11, Article 9 of the Law on Road Traffic Safety and Order prohibits illegal modification; intentionally interfering with the odometer to distort the readings of automobiles; illegally cutting, welding, erasing, chiseling, or re-stamping the chassis number or engine number of motor vehicles and specialized motorbikes.
Previously, the regulation prohibiting rewinding the odometer (odo) on cars received public attention. The odometer (odo) is a meter that measures the distance traveled by the car. Based on the displayed number, used car buyers will have a basis for taking care of and maintaining the car at the appropriate time. In the used car market, the number of miles traveled by a car is a factor that significantly affects the value of the vehicle when buying and selling because it is related to the wear and tear of the car.
Faced with a large demand in the used car market, the reality shows that some garages have performed odometer rewinding, which is to make the displayed number less than the actual number of kilometers the car has traveled.
According to experts, adding speedometer rewinding to the list of prohibited acts is the basis for developing sanctions to prevent this situation from happening, helping to ensure technical safety for vehicles.
