The Phan Van Hon parallel road construction project, the section from National Highway 1 to Ring Road 3, is one of 98 key traffic and technical infrastructure projects implemented by Ho Chi Minh City in the period 2026 - 2030.
On September 5, the Ho Chi Minh City Department of Construction said it is preparing a pre-feasibility study report for the project, expected to submit it to competent authorities for consideration and approval of investment policies in 2026.
According to the proposal, the Phan Van Hon parallel road is about 9km long, 40m wide, built from National Highway 1 to Ring Road 3.
The preliminary total investment is more than 6,800 billion VND, using the Ho Chi Minh City budget capital.
If the investment policy is approved, the project is expected to be implemented and completed in the period 2026 - 2030.
Previously, in 2015, the Ho Chi Minh City People's Council approved the investment policy for the project to upgrade and expand Phan Van Hon street, expected to be implemented in the period 2016 - 2021. However, the project has not been implemented to date.
During the waiting period for investment, the existing Phan Van Hon road often falls into a state of overload, congestion, and is also affected by flooding.
To improve the immediate situation, Urban Traffic Management Zone No. 3 (now under the Road Traffic Infrastructure Management Center, Ho Chi Minh City Department of Construction), has carried out temporary repairs, expanded the road surface to about 8 m and arranged sidewalks about 1.5 m wide on each side.
However, this option only meets short-term traffic needs. The continued increase in traffic volume makes the Phan Van Hon route increasingly overloaded.
According to the Ho Chi Minh City Department of Construction, the construction of the parallel road is considered more suitable and feasible than the existing Phan Van Hon road expansion plan.
The reason is that the existing road passes through areas with high population density, limited land funds on both sides, making site clearance work difficult and risking increasing costs and prolonging implementation time.
Meanwhile, the parallel road is expected to mainly pass through agricultural land areas with few construction projects. This helps create favorable conditions for site clearance, contributing to shortening project implementation time.
When completed, the new road will create an additional traffic axis parallel to the existing Phan Van Hon, helping to redistribute vehicle traffic and reduce pressure on the overloaded road.
The project is also expected to improve traffic connectivity from National Highway 1 to Ring Road 3, contributing to reducing congestion in the Northwest gateway area of Ho Chi Minh City.
