Building a culture of law compliance into habits and standards of conduct

When discussing at the Group on the Draft Law on Dissemination and Education of Law (amended) in the First Extraordinary Session of the 16th National Assembly on the morning of August 4, Hanoi delegation delegate - Assoc. Prof. Dr. Bui Hoai Son emphasized the need to clarify the content of the concept of "culture of law compliance".

Positive signal from a free legal advice program

At the end of June 2026, the program "Giving health and legal advice to workers - For a healthy Vietnam" chaired by the Vietnam General Confederation of Labor, assigned to Lao Dong Newspaper, Ho Chi Minh City Labor Federation in coordination with the Central Vietnam Young Physicians Association and Vietnam Bar Federation, left many impressions on participants.

Mr. Pham Minh Cuong - a worker in Ho Chi Minh City shared: "Participating in the program, I realized that my legal knowledge is still very lacking. Through free advice from lawyers, I find it necessary but clear that for workers to better understand issues such as policies, insurance, and salaries, first of all, workers must equip themselves with legal knowledge to consciously comply with the law and fight for their rights when they feel their legitimate interests are violated.

Also at the program, lawyer Tran Le An Nguyen (Vietnam Bar Federation) frankly pointed out a large gap: The majority of workers currently only stop at the basic understanding of common rights. When real disputes arise, they easily fall into a state of confusion due to the lack of regular consulting channels. To fundamentally solve this problem, the consulting scope at the program has been maximized, from labor relations to daily civil transactions.

I think it is necessary to bring mobile advisory groups of lawyers into organizations directly inside factories, industrial parks or export processing zones. This plan will create the most favorable conditions for workers to be ready to access the team of lawyers, thereby fully enjoying the welfare and social security policies of the State. In parallel with that, the basic thing is to ensure that workers are equipped with knowledge, comply with, and understand the law consciously" - lawyer Nguyen emphasized.

Lawyer Nguyen Van Hau - Member of the Standing Committee, Head of the Media Agency of the Vietnam Bar Federation commented: "When workers understand the law, they will comply with the company's labor regulations, comply with the law, behave appropriately and know how to use legal tools to protect their legitimate rights, thereby limiting unnecessary labor disputes and building harmonious, stable and progressive labor relations.

Directive No. 58-CT/TW of the Secretariat on strengthening the Party's leadership over propaganda and political, ideological, and legal education for workers in the new situation sets out the requirement: "Propaganda and education work focuses on equipping workers with basic contents about Ho Chi Minh's politics and ideology; Party's guidelines and viewpoints; policies and laws of the State; patriotic traditions, aspirations for development, spirit of solidarity, will to self-reliance, self-strengthening, national pride, thereby enhancing political bravery, class awareness, awareness of law compliance, industrial style and worker culture; and at the same time consolidating workers' belief in the Party's leadership, fostering patriotism, civic responsibility, and improving the ability to identify wrong and hostile views, acts of taking advantage, inciting, causing instability in labor relations and social order.

This requirement also shows an important content of propaganda and political, ideological, and legal education for workers, which is also building a culture of law compliance in the labor force.

Building legal culture to form social "self-defense order

At a broader level, speaking at the Group discussion on the Draft Law on Dissemination and Legal Education (amended), Hanoi delegation delegate - Assoc. Prof. Dr. Bui Hoai Son analyzed the concept of "culture of law compliance" mentioned in the draft Law.

Contributing specific opinions to the draft Law, Mr. Son proposed that the drafting committee study and complete Article 2 and Article 3 of the draft in the direction of clarifying the content of the concept of "culture of law compliance".

According to Mr. Son, the draft has repeatedly used this concept as a consistent goal. However, "law-abiding culture" is not just passive law compliance but must be the transformation of legal regulations into beliefs, standards of conduct and habits in social life.

I propose to study and supplement this content as a part of the national value system, cultural value system and standards of Vietnamese people. If that is done, the law will contribute to building a comprehensively developed Vietnamese people, a disciplined and civilized society, and realizing the spirit of cultural development in the new era," Mr. Bui Hoai Son emphasized.

The culture of law compliance will also be the foundation for forming social "self-order", and people will consciously adjust their behavior.

Social "self-defense order" is a new concept raised by Politburo Member, Minister of Public Security - Luong Tam Quang when presenting the National Security Strategy Resolution (one of the Resolutions issued by the 3rd Conference of the 14th Party Central Committee on July 28). According to General Luong Tam Quang, the Resolution on building a disciplined, safe, healthy, civilized, harmonious, and developed society identifies 5 guiding viewpoints, focusing on building Vietnamese people in the new era with ideals, patriotism, firm political bravery, civic responsibility, aspiration to contribute to the country and the ability to adapt to modern society.

Closely combine the rule of law, morality and social belief, between "building" and "countering", between persuasive education with discipline, order and respect for the law; gradually forming the "self-defense order" of society, where people consciously regulate their behavior on the basis of law, morality, culture, social responsibility and the aspiration to build a rich and strong country" - General Luong Tam Quang emphasized.
