Attending the conference were comrades: Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor; Tran Huy Phuong - Deputy Secretary of the Provincial Party Committee, Chairman of the Bac Ninh Provincial Party Committee's Inspection Committee; representatives of leaders of provincial labor federations in the cluster.
In 2025, the emulation movement among workers, civil servants, and laborers of emulation cluster No. 2 (including Bac Ninh, Ninh Binh, Hung Yen, Quang Ninh, Thai Nguyen, Phu Tho provinces) achieved many outstanding results, affirming the role of the organization in caring for and protecting the rights of workers and contributing to local socio-economic development.
The entire cluster currently manages nearly 8,000 grassroots trade unions with nearly 1.9 million union members. Trade union levels have proactively deployed emulation movements associated with political tasks, creating a vibrant emulation atmosphere throughout the system. Specifically, the entire cluster has newly signed and amended and supplemented more than 4.1 thousand collective labor agreements, with more and more clauses that are more beneficial to workers. Inspection and supervision work has been promoted with 338 inter-sectoral inspections and examinations.
The work of caring for the lives of union members and workers continues to be a bright spot. The "Union member welfare" program has brought benefits to nearly 40,000 people; "Tet reunion", "Workers' Month" activities are organized practically, towards grassroots levels. The entire cluster has supported the construction and repair of 109 "Trade Union Homes" with a total budget of more than 5.1 billion VND. Emulation movements such as "Good labor, creative labor", "Green - clean - beautiful, ensuring labor safety and hygiene"... have been widely implemented, attracting a large number of union members to participate, promoting initiatives, technical improvements, contributing to improving labor productivity. The work of developing union members and building trade union organizations has achieved positive results with 570 grassroots trade unions and 10 newly established trade unions; admitting more than 118 thousand new union members.
Speaking to welcome, Comrade Tran Huy Phuong emphasized that Bac Ninh is a land rich in Kinh Bac historical and cultural traditions, a place that converges many unique heritage values and has an important position in the country's development process.
In recent years, the Party Committee, government and people of Bac Ninh province have united, made efforts to overcome difficulties, and achieved many comprehensive results. In particular, the economy maintained a high growth rate, affirming its position as one of the major industrial and export centers of the country. In those common achievements, there is an important contribution from the contingent of workers, civil servants, laborers and trade union organizations at all levels. Under the leadership of the Party Committee, trade union levels have constantly innovated the content and methods of operation; well performed the function of representing, caring for, and protecting the legitimate and lawful rights and interests of workers; and at the same time organized many practical emulation movements, actively contributing to the development of the province.
At the conference, delegates discussed and agreed on the results, shortcomings, and limitations; shared good experiences in trade union activities; and at the same time proposed key solutions to complete the tasks for 2026. In which, determining to continue innovating the content and methods of operation with the theme: "Promoting innovation; concretizing and bringing the Party Congress, Fatherland Front, and trade union resolutions into life" is a key task. Continue to improve the effectiveness of dialogue and collective bargaining; comprehensively care for the lives of union members and workers; promote digital transformation in trade union activities; develop union members in the non-state sector; strengthen inspection and supervision.
Speaking at the conference, Comrade Nguyen Xuan Hung - Vice President of the Vietnam General Confederation of Labor affirmed that emulation cluster No. 2 focuses on a large force of union members and workers nationwide, and is also an area with many dynamic and creative localities, playing a central role in high-tech industry, electronics industry, tourism and services of the key economic region of the North.
Praising and highly appreciating the results and efforts of trade union levels in the provinces in the cluster, the comrade emphasized a number of key tasks for 2026. Accordingly, continuing to deeply affirm the role of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers. This is the core function, the foundation for creating the prestige and vitality of the trade union organization. Focusing on proposing mechanisms to encourage initiatives, training, and retraining, especially digital skills, to help workers adapt and have sustainable jobs; improving the quality of participation in building and criticizing policies directly related to union members and workers.
Effectively organize patriotic emulation movements in a practical direction, taking efficiency as a measure; link emulation movements with political tasks of each locality, sector, and unit; promote digital transformation in trade union organization and activities, considering this as a breakthrough; innovate management, administration, propaganda and union member gathering methods; the team of trade union officials must be truly pioneers in digital transformation and spread that spirit throughout the system. Focus on building strong trade union organizations from the grassroots level, developing union members associated with improving the quality of activities; establish grassroots trade unions, especially in the non-state sector and the informal sector.
On this occasion, the Vietnam General Confederation of Labor awarded the Emulation Flag of excellent unit, leading the emulation cluster to the Bac Ninh Provincial Labor Federation and awarded Certificates of Merit to the Labor Federations of Ninh Binh and Phu Tho provinces for their outstanding achievements in the workers' movement and trade union activities in 2025. Units in the cluster signed an emulation agreement for 2026.
