According to information from the People's Committee of Hai Phong City, there are currently nearly 300,000 employees living and working in the city. The problem of housing for workers is a major challenge in industrial parks, factories, and production facilities, especially in big cities. However, social housing projects have been and are being implemented not enough to meet the housing needs of workers. Most workers are renting houses from households investing spontaneously around industrial parks, clusters, factories, and production facilities.
Meanwhile, most of these boarding houses are of low quality, the rooms have small areas, and cramped walkways because the landlord is taking advantage of all the land area he can to increase revenue. Some housing areas only have shared toilets, do not ensure minimum living conditions, environmental sanitation, and pose a potential risk of fire and explosion as well as security and order...
To overcome the situation of building low-quality rental housing that affects the health and productivity of workers, the People's Committee of Hai Phong City has directed the Department of Construction to strengthen guidance and urge the People's Committees of districts, towns and Thuy Nguyen City to regularly inspect organizations and individuals with houses for workers to rent in strict compliance with the provisions of the law on housing and construction; handle violations.
The Hai Phong Economic Zone Management Board strengthens propaganda and guides employers and employees in industrial parks, export processing zones, and economic zones to find and rent houses to live in to ensure compliance with regulations.
The People's Committees of districts, towns and Thuy Nguyen City proactively develop plans to inspect workers' dormitories to meet the requirements and conditions for regulations on individual housing standards and regulations stipulated in Clause 3, Article 57 of the Housing Law and the standards for social housing areas built by individuals for rent as stipulated in Article 28 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government. For areas that have not been guaranteed, localities have solutions to encourage, propagate, and support the implementation of renovation, renovation, and upgrading accordingly.
Commune-level People's Committees review existing housing funds for rent, propagate, guide and disseminate to organizations, households and individuals with houses for workers renting in their localities in implementing regulations on the construction and use of housing for workers renting to live in according to regulations.
At the same time, preside over and coordinate with competent authorities in inspecting and handling violations related to the construction and use of housing for workers renting to live in accordance with the provisions of law; studying, proposing, implementing support policies, creating conditions for organizations and individuals to participate in building, renovating, and upgrading houses for workers renting to live in.
