Hai Phong supports additional funding for officials retiring early

In the 2025-2023 period, Hai Phong plans to reduce the number of cadres, civil servants, public employees, and workers receiving salaries from the state budget by about 6,500 people.

According to the report of the Department of Home Affairs of Hai Phong City, the City People's Committee submitted to the City People's Council for consideration and decision to establish 6 departments on the basis of merging 12 related departments and branches.

Regarding the support policy, Hai Phong City plans to provide additional support to cadres, civil servants, public employees, and workers eligible for early retirement and severance pay with a one-time total budget according to Decree 178/2024/ND-CP.

Notably, cadres who cease to hold leadership and management positions or are elected or appointed to lower leadership and management positions will also receive additional support as above, depending on each specific case. The total estimated expenditure for this program is about more than 6,000 billion VND.

It is expected that the number of cadres, civil servants, public employees, and workers receiving salaries from the state budget will decrease from 2025 to 2030 in Hai Phong by about 6,500 people (a minimum reduction of 20% of civil servants and public employees receiving salaries from the state budget).

The above contents will be submitted to the 23rd Session (special session) of the 16th Hai Phong City People's Council, term 2021-2026, expected to be held in February 2025.
