On May 5, information from Lam Dong Provincial Federation of Labor said that the unit had just sent a document to the Provincial National Assembly Delegation and the Vietnam General Confederation of Labor on policies for workers. This is a summary of opinions and recommendations of cadres, civil servants, public employees and workers of Lam Dong province sent to central ministries and branches before the 9th session of the 15th National Assembly. In particular, there are difficulties in implementing policies for people working in areas with particularly difficult socio-economic conditions.
This policy is stipulated in Decree 76/2019/ND-CP dated October 8, 2019 of the Government.
In Da Tong commune, Dam Rong district, many people working at schools under the management of the Department of Education and Training enjoy preferential policies according to Decree 76/2019/ND-CP.
Meanwhile, other school units under the management of the District People's Committee do not enjoy these policies.
This issue has been answered and guided by the People's Committee of Dam Rong district and the Department of Home Affairs of Lam Dong province, but many workers have not found it satisfactory. After that, the workers recommended that the Ministry of Home Affairs and the Ethnic Committee discuss and agree on instructions for implementing this policy.
Lam Dong Provincial Federation of Labor also reflected on recommendations on some unreasonable points in implementing policies and regimes for early retirement.
This policy is in Decree 178/2024/ND-CP dated December 31, 2024 and Decree 67/2025/ND-CP dated March 15, 2025 of the Government.
That is the case of a person with 2 to 5 years left until the retirement age specified in Appendix I issued with Decree No. 135/2020/ND-CP; at the same time, having worked in a disadvantaged area for 15 years or more will not be entitled to early retirement policy.
For those who have more than 5 years to 10 years left until the retirement age prescribed in Appendix I issued with Decree No. 135/2020/ND-CP; at the same time, have worked for 15 years or more in a disadvantaged area, they will only enjoy the same early retirement policy as those with 02 years to 05 years left until the retirement age (Point c, Clause 2, Article 7).
They do not have the right to choose the highest policy (Point b, Clause 2, Article 7) when a subject is eligible for many policies and regimes in this decree (Point b, and Point c, Clause 2, Article 7).
Regarding this issue, the People's Committee of Dam Rong district and the Department of Home Affairs have sent a document of recommendation, but so far there has been no response from the competent authorities.
Cadres, civil servants, public employees, and workers recommended that the Party and State consider and adjust appropriate policies and regimes to ensure the rights of people who have contributed to disadvantaged areas.
