This is a political event of special significance, marking a new step in the development of the Trade Union organization in the context of Hai Ba Trung ward officially operating a 2-level local government model.
The Congress was attended by 158 official delegates, representing the will, aspirations and beliefs of more than 14,000 union members, workers, civil servants and laborers in the ward.
In his opening speech, Chairman of Hai Ba Trung Ward Trade Union Tran Luu Quynh emphasized: The 1st Congress has an important task of assessing the situation of workers, civil servants, laborers and grassroots trade union activities since the ward switched to the 2-level government model; determining goals, directions, tasks and solutions for the 2025 - 2030 term.
The Congress also discussed and contributed opinions to the Draft Report of the Executive Committee of the 17th City Labor Federation, submitted to the 18th Hanoi City Labor Union Congress.
The Hai Ba Trung Ward Labor Union was established by the Hanoi City Labor Federation on September 19, 2025 on the basis of organizing according to the 2-level local government model. Hai Ba Trung Ward Trade Union is an "extended arm" of the City Labor Federation, managing, directing and operating the activities of 155 grassroots Trade Unions with 14,218 union members.
Immediately after its establishment, the Ward Trade Union received in-depth guidance and guidance from the City Labor Federation, the attention and support of the Party Committee, the Fatherland Front Committee and the ward's unions, helping to quickly perfect the apparatus, stabilize the organization and develop a systematic operation plan.
The Ward Trade Union Executive Committee sets out a motto of action, along with 4 breakthroughs, 8 targets to strive for and key tasks and solutions.
Notably, the following indicators are: With 90% or more union members and workers in the ward being propagandized, disseminated, studied, thoroughly grasped the Party's guidelines and Resolutions, and the State's laws and policies related to labor and trade unions; Striving for 85% of enterprises and units with trade unions in the ward to negotiate and sign Collective Labor Agreements in accordance with the provisions of law;
Every year, the Ward Trade Union has at least 1 typical project or work; 100% of grassroots Trade Union officials are trained and fostered in Trade Union work skills; Deploying information technology application, digital transformation and limiting the use of paper documents, striving for 100% of meeting documents to be digitized by the end of the term, 100% of meetings do not use paperwork,...
Speaking at the Congress, Vice President of the Hanoi City Labor Federation Nguyen Thi Thu Thuy and Secretary of the Hai Ba Trung Ward Party Committee Chu Hong Minh acknowledged and praised the sense of responsibility and serious preparation of the Hai Ba Trung Ward Labor Union for the organization of the first Ward Labor Union Congress.
At the Congress, the Decisions to appoint the Executive Committee, Standing Committee, Inspection Committee and the positions of Trade Union officials of the first Hai Ba Trung Ward, term 2025 - 2030 were announced.
Accordingly, Ms. Tran Luu Quynh was appointed as Chairman of the Hai Ba Trung Ward Trade Union. The Congress also announced the Decision to appoint official delegates to attend the 18th Hanoi City Trade Union Congress, term 2025 - 2030.
