Ninh Binh regulates teachers, ensuring sufficient teaching staff

Ninh Binh - In order to ensure stable teaching right from the beginning of the new school year, Ninh Binh province has focused on regulating and overcoming the situation of local teacher surplus and shortage.

Along with completing the arrangement of the school network, Ninh Binh province has focused on reviewing and restructuring the management staff, teachers and staff at educational institutions.

Regulating and arranging teachers according to job positions, school size and actual needs is identified as a key solution to overcome the situation of local teacher surplus and shortage, ensuring enough teachers to teach from the beginning of the school year.

At Gia Vien Primary School, after arrangement, the school has one main school point and two branches, with more than 1,540 students, divided into 47 classes. Currently, the school has 83 officials, teachers, staff and contract workers.

Faced with the teacher shortage situation, the school's Board of Directors has reviewed the entire staff and teachers, reassigned expertise, and mobilized teachers between school sites to suit teaching needs.

Ms. Nguyen Thi Thu Ha - Principal of Gia Vien Primary School - said: "Currently, the school has 16 teachers and contract workers. Including 7 teachers and 9 staff. According to regulations, the school is currently short of 9 teachers, including 7 cultural teachers, 1 English teacher and 1 Informatics teacher. To overcome the teacher shortage situation, the school is currently signing contracts with teachers to supplement teaching staff.

According to the Ninh Binh Department of Education and Training, after the arrangement, the whole province still has 1,413 educational institutions, including 439 kindergartens, 437 primary schools, 422 secondary schools and inter-level schools, 92 high schools and 23 continuing education centers, vocational education - continuing education.

As of the end of August 2026, the entire Ninh Binh Education sector is still short of 2,437 teachers. If calculated according to the teacher per class norm of the Ministry of Education and Training, the shortage is up to 5,777 people.

Mr. Dinh Van Kham - Deputy Director of Ninh Binh Department of Education and Training - said that to solve the human resource problem, Ninh Binh province will implement the original reception of teachers at schools merged into new units, limiting disruptions in the first school year after arrangement. Surplus teachers will be transferred, assigned or transferred from surplus places to lacking places, based on job position, professional capacity and subject structure.

In addition to regulating existing human resources, Ninh Binh Provincial People's Committee is submitting to the Provincial People's Council for consideration and promulgation a resolution on assigning staff to cadres and civil servants in the local government bloc and the number of people working and receiving salaries from the budget in public non-business units that have not self-sufficiently ensured regular expenditures.

Based on the resolution of the Provincial People's Council, the Provincial People's Committee will decide to allocate specific staff for each agency, unit, and locality. After having the decision to allocate staff in 2026, the Department of Education and Training will coordinate with the Department of Home Affairs, the Commune-level People's Committee and relevant agencies and units to review the needs of using public employees, assigned staff quotas and job positions.

Based on the review results, the Department of Education and Training will advise the Provincial People's Committee on a plan to recruit civil servants to work as teachers in the province.

The province's policy is to maintain the stability of the teaching staff after arrangement, and at the same time arrange reasonably between schools and school sites that are still short of teachers, ensuring stable teaching and learning activities right from the beginning of the new school year" - Mr. Kham said.
