According to the Ministry of Home Affairs, on July 29, at the Ministry of Home Affairs headquarters, a Memorandum of Understanding on cooperation in sending Vietnamese workers to work in Albania was signed between the Ministry of Home Affairs of the Socialist Republic of Vietnam and the Ministry of Economy and Innovation of the Republic of Albania.
Presiding over the signing ceremony were Deputy Minister of Home Affairs of Vietnam Vu Chien Thang; Ms. Delina Ibrahimaj - Minister of Economy and Innovation of Albania and Ms. Pham Thi Thu Huong - Vietnamese Ambassador to Greece concurrently in charge of the Republic of Albania, along with representatives of relevant functional Departments/Departments of the Ministry of Home Affairs and the Ministry of Economy and Innovation of Albania.
Speaking at the signing ceremony, Deputy Minister Vu Chien Thang respectfully thanked Minister Delina Ibrahimaj and the delegation of the Ministry of Economy and Innovation of Albania for visiting and working in Vietnam; and highly appreciated the close coordination, goodwill and responsibility of the Albanian side throughout the exchange, negotiation and completion of the Memorandum of Understanding.
The Deputy Minister emphasized that the signing of the Memorandum of Understanding is an important milestone, establishing a formal cooperation framework between the two Ministries in the field of labor, contributing to concretizing the Party and State's policy on proactive and active international integration; expanding and diversifying the foreign labor market in a safe, transparent, efficient and sustainable direction.
The Memorandum of Understanding is the result of the positive exchange and negotiation process between the two Parties in the past time; the important content of the Memorandum of Understanding has identified taking workers as the center of the cooperation agreement. Vietnamese workers are guaranteed the principle of equal treatment in labor relations; are entitled to wages, working conditions and welfare regimes according to Albanian law.
Moreover, Vietnamese workers going to work in Albania do not have to pay expenses before leaving the country; employers will pay all of these expenses on behalf of workers. This is an important basis to promote fair, transparent, ethical recruitment and protect the legitimate rights and interests of workers.
Albania has a demand to receive about 20,000 to 30,000 foreign workers, including Vietnamese workers. Especially workers with vocational skills and foreign languages working in industries such as tourism, hotels, restaurants, industrial production, construction, high-tech agriculture, transportation and some other industries and professions. The Albanian side has the goodwill to cooperate in vocational training for Vietnamese workers before leaving the country, in accordance with the qualifications and vocational skills recognized by Albania and meeting the requirements of businesses receiving workers.
After the signing ceremony, the focal agencies of the two sides will coordinate to develop a plan to implement the Memorandum of Understanding; strengthen information exchange on labor reception needs, selection and training standards; organize the implementation of cooperation contents in accordance with the laws of each country, contributing to improving the effectiveness of labor cooperation between Vietnam and Albania, meeting the human resource needs of Albania, and creating more job opportunities for Vietnamese workers.
