Sending recommendations to the Ministry of Home Affairs, the Ministry of Health proposed to review and balance the allocation of administrative and non-business payrolls in the health sector to ensure human resources to perform tasks in arranging and operating local governments at 2 levels in the period when the workload increases but there are not enough conditions for infrastructure, interconnected equipment, connection, and data sharing from the Central to the grassroots level by sector and field.
Responding to the above proposal, the Ministry of Home Affairs said: Implementing the opinions of the Central Organization Committee in Document No. 9151-CV/BTCTW and Document No. 9671-CV/BTCTW, based on the requirements and objectives of staff streamlining in Resolution No. 39-NQ/TW2, Resolution No. 18-NQ/TW and Resolution No. 19-NQ/TW, based on reports from ministries, branches, and localities, the Ministry of Home Affairs has advised the Government Party Committee to have a document proposing staff for the period 2026 - 2031, sent to the Central Organization Committee for summarization and reporting to competent authorities for consideration and decision, basically meeting the requirements for local human resources according to the 2-level local government model.
Currently, the Politburo has issued new Conclusions and Regulations on personnel management, Decisions on assigning personnel to provinces and cities in 2026 and orientations for assigning personnel in the period 2027 - 2031, and the Central Organization Committee has issued Decisions on assigning personnel to each locality in 2026.
Based on the regulations in the above documents, the Central Organization Committee is the agency with the authority to assign and manage the payroll of provincial and city Party committees; The Standing Committees of provincial and city Party committees are responsible for leading, directing, and deploying the assignment, management, and use of payroll.
Accordingly, based on the policies and regulations of the Politburo in the above documents, the Ministry of Home Affairs requests localities to continue to base on the criteria: Functions, tasks; job positions and workload of each job position; level of modernization of equipment, working methods and application of information technology; actual use of assigned staff; population size, natural area, number of commune-level administrative units and characteristics of political security, order, social safety to proactively arrange and assign staff to each agency, organization, and unit within the management scope to be appropriate, ensuring no increase in the number of staff assigned by competent authorities.
According to the assigned functions and tasks, the Ministry of Home Affairs will coordinate with the Ministry of Health to review and complete regulations on medical staffing norms, in accordance with the scale of medical facilities after arrangement (Circular amending, supplementing or replacing Circular No. 03/2023/TT-BYT dated February 17, 2023 of the Minister of Health), as a basis for effectively implementing the determination of the number of health officials in localities.
