Implementation time, health insurance participants are allowed to change the initial registration place for medical examination and treatment in the first 15 days of each quarter, i.e. from January 1 to January 15 of January, April, July and October every year.
Regarding the choice of initial medical examination and treatment registration place, health insurance participants can choose one of the health insurance medical examination and treatment facilities under the initial medical examination and treatment level, close to their residence, workplace, and suitable to the capacity of the medical examination and treatment facility.
For basic and specialized level medical examination and treatment facilities: Initial health insurance medical examination and treatment registration is carried out in the order of priority for subjects specified in Clauses 2 and 3, Article 7, Circular No. 01/2025/TT-BYT.
Regarding reception capacity, medical examination and treatment facilities must still have the capacity to receive according to the number of health insurance cards allocated. The number of cards allocated is based on the needs, response capacity of the facility and actual conditions in the locality.
Dossier and implementation method: Employees participating in compulsory social insurance, health insurance, and unemployment insurance declare the Declaration form for registration and adjustment of information to participate in social insurance and health insurance (Form TK1-TS).

For cases of online implementation on the Vietnam Social Insurance Public Service Portal, participants can operate according to the instructions on the system:
Step 1: Access the Vietnam Social Security Public Service Portal at dichvucong. baohiemxahoi. gov. vn and log in using the method supported by the system.
Step 2: Select the procedure "Re-issuance, exchange of health insurance card due to change of time for 05 consecutive years, place of initial medical examination and treatment" - Code 612b.
Step 3: Enter the new original KCB location according to the list of KCB facilities displayed on the system.
Step 4: Check information, send documents and track results on the system.
Vietnam Social Security noted that participants need to carry out procedures on time as prescribed; choose medical examination and treatment facilities suitable for their place of residence, work or study and the reception capacity of the facility.
