Proposal to invest in FEPCO cooperation model
On May 15, at the headquarters of Gia Lai Provincial People's Committee, Member of the Party Central Committee, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan worked with To Thuong Group (China) led by Mr. Nghiem Gioi Hoa - founder of the Group - to explore investment opportunities in the province.

At the working session, Mr. Nghiem Gioi Hoa said that To Thuong Group has signed investment cooperation agreements with a number of localities in Vietnam and is planning to establish a construction enterprise headquartered domestically.
Through actual surveys, To Thuong Group wishes to invest in a number of large-scale infrastructure projects in Gia Lai under the FEPCO cooperation model - a model being successfully implemented in China and some other localities.
With this model, the contractor will provide a package solution from capital mobilization, technical design, equipment procurement to construction, supervision, handover of works and maintenance and repair after putting into operation to ensure quality and optimize project costs.

To Thuong Group wishes to receive support from the province to implement the project; and at the same time commits to fully preparing resources, shortening the completion time by 50% compared to the plan.
At the working session, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan welcomed To Thuong Group to survey and propose investment in the locality; and highly appreciated the capacity and experience of the enterprise in the field of infrastructure.
According to Mr. Pham Anh Tuan, in the next 10 years, Gia Lai has a large demand for infrastructure development, especially connecting transportation, irrigation, environmental treatment and works serving socio-economic development.

Chairman of Gia Lai Provincial People's Committee requested To Thuong Group to propose to the Vietnamese Government to consider and have a policy to implement in order to create a favorable legal basis for the implementation process. While waiting for the Central Government's opinion, the province will continue to study appropriate forms to promote investment cooperation.
Proposal for raw material and livestock areas of thousands of hectares
On the same day, the Chairman of Gia Lai Provincial People's Committee also worked with KDI Group Investment Joint Stock Company (KDI Group) on investment orientations in the locality.
At the working session, KDI Group proposed to invest in real estate, high-tech agriculture and human resource education and training.

In the field of high-tech agriculture, KDI Group hopes that the province will create conditions to invest in large-scale fruit tree material areas combined with livestock breeding, with a land fund demand of about 2,000-3,000ha.
The project aims to form a center for production, processing and exporting agricultural products of the Central Highlands region, while applying digital technology in production management and creating jobs for local workers.
In the field of education, KDI Group proposes to coordinate the implementation of STEM programs, digital competence and artificial intelligence (AI) at educational institutions in the area from the 2026-2027 school year; organize teacher training, creative experience activities, programming, robotics and science and technology for students.

The enterprise also proposed that the province support the construction of a system of high-quality inter-level schools specializing in STEM, STEM vocational colleges and science experience centers with a land fund needs of about 10ha.
Mr. Pham Anh Tuan highly appreciated KDI Group's investment willingness, especially in the fields of high-tech agriculture, STEM education and AI.
Chairman of Gia Lai Provincial People's Committee emphasized that the province always creates favorable conditions and accompanies businesses in the spirit of cooperation, development and towards sustainable values.
Mr. Pham Anh Tuan requested functional sectors to review and introduce suitable areas for businesses to survey and research the development of raw material and high-tech agriculture areas; carefully exchange cooperation contents on STEM education, AI, digital transformation, investment support mechanisms and implementation orientations in the coming time.
