Ministry of Home Affairs guides salary transfer for civil servants with a salary coefficient of 3.26

The Ministry of Home Affairs has just responded to the petition of a health official about whether to transfer salary grades from grade B to grade A0 when they have college degrees.

Ms. Vo Thi Dieu Hien (character name has been changed) said that she is working at Phu Thien Medical Center, Gia Lai province, holding the professional title of Intermediate Librarian (code V.01.008), civil servant type B, salary grade 8/12, coefficient 3.26.

Ms. Hien said that she has a college degree in administrative and clerical work and requested the Ministry of Home Affairs to guide her, with this qualification, can she be transferred from a type B civil servant to a type A0 civil servant.

Regarding Ms. Hien's proposal, the Ministry of Home Affairs has responded on the Electronic Information Portal.

The salary ranking for civil servant ranks specializing in clerical work is regulated in Article 15 of Circular No. 02/2021/TT-BNV dated June 11, 2021 of the Minister of Home Affairs stipulating codes, professional and nghiệp vụ standards and salary ranking for civil servant ranks specializing in administration and civil servant specializing in clerical work (amended and supplemented in Circular No. 06/2022/TT-BNV dated June 28, 2022 of the Ministry of Home Affairs).

Based on the above regulations and the functions, tasks, and powers of the People's Committees of provinces and cities directly under the Central Government, the tasks and powers of public non-business units specified in Articles 58 and 59 of Decree No. 259/2026/ND-CP dated June 30, 2026 of the Government, the Ministry of Home Affairs requests you to exchange with the civil servant management agency where you work for consideration, guidance, and resolution.
