The Minister of Home Affairs has just signed and issued Decision No. 762/QD-BNV on announcing new administrative procedures (TTHC) issued in Decree No. 138/2026/ND-CP detailing a number of articles of the Law on Employment on professional skills development under the state management function of the Ministry of Home Affairs.
According to the Decision, 7 new TTHCs have been announced, including 1 central-level TTHC and 6 provincial-level TTHC.
At the central level, there is a procedure "Recognition and mutual recognition of national vocational skills certificates between Vietnam and other countries", implemented by the Ministry of Home Affairs.
At the provincial level, there are 6 administrative procedures in the field of employment implemented by the Provincial People's Committee, including: issuing certificates of national vocational skills assessment activities; re-issuing certificates of national vocational skills assessment activities; issuing national vocational skills certificates; re-issuing national vocational skills certificates; requesting support for participating in assessment and issuing national vocational skills certificates; requesting support for participating in training, fostering, and improving professional skills.
Notably, the deadline for resolving newly announced administrative procedures ranges from 7 to 15 working days.
In which, procedures for mutual recognition and recognition of national vocational skills certificates between Vietnam and other countries have a processing time of 15 working days; group of procedures for issuing and re-issuing certificates of national vocational skills assessment activities and issuing and re-issuing national vocational skills certificates have a processing time of 10 working days; support procedures are resolved within 7 working days.
The announcement of new TTHCs aims to synchronously implement the provisions of the 2025 Employment Law and Decree No. 138/2026/ND-CP, contributing to perfecting the state management mechanism on vocational skills development, creating favorable conditions for workers and organizations to participate in vocational skills assessment, recognition and development activities, meeting the requirements of the labor market in the new period.
