Continuing the program of the First Session, on the morning of April 8, with 484/485 National Assembly deputies participating in the vote in favor, the 16th National Assembly voted to approve the Resolution approving the Prime Minister's proposal on the appointment of Deputy Prime Ministers for the 2026-2031 term.
According to the Resolution just passed, the Government for the 2026-2031 term has 6 Deputy Prime Ministers, including Mr./Ms.: Pham Gia Tuc, Phan Van Giang, Pham Thi Thanh Tra, Ho Quoc Dung, Nguyen Van Thang, Le Tien Chau.
Among the Deputy Prime Ministers, General Phan Van Giang was also approved to be appointed Minister of National Defense.

Deputy Prime Minister Pham Gia Tuc:
Born in 1965, native of Ninh Binh province. He is a member of the 14th Politburo; Secretary of the 14th Party Central Committee; Member of the 13th and 14th Party Central Committees; National Assembly Deputy of the 16th term.
Before March 2014, Mr. Pham Gia Tuc was Vice Chairman of the Vietnam Chamber of Commerce and Industry (VCCI), then was transferred to hold the position of Deputy Secretary of the Can Tho City Party Committee and was appointed to hold the position of Deputy Head of the Central Internal Affairs Commission.
In May 2021, he held the position of Secretary of the Nam Dinh Provincial Party Committee. More than 3 years later, he was transferred and appointed by the Politburo to hold the position of Deputy Chief of the Central Party Office. In August 2025, the Politburo assigned and appointed Mr. Pham Gia Tuc to hold the position of Chief of the Central Party Office.
Deputy Prime Minister, Minister of National Defense Phan Van Giang:
Born in 1960, native of Ninh Binh province. He is a member of the Politburo of the XIII, XIV terms; Member of the Party Central Committee of the XII, XIII, XIV terms; National Assembly Deputy of the XV, XVI terms.
Having grown up in the Army, Mr. Phan Van Giang has held many positions such as: Deputy Commander for Military Affairs of Army Corps 1, Deputy Commander cum Chief of Staff of Army Corps 1, Commander of Army Corps 1, Deputy Chief of General Staff of the Vietnam People's Army, Commander of Military Region 1, Deputy Minister of National Defense, Chief of General Staff of the Vietnam People's Army.
Mr. Phan Van Giang was approved by the National Assembly to hold the position of Minister of National Defense for the term 2021-2026 in April 2021.
Deputy Prime Minister Pham Thi Thanh Tra:
Born in 1964, native of Nghe An province. She was Secretary of the 14th Party Central Committee; Member of the 12th, 13th, 14th Party Central Committee; National Assembly Deputy of the 15th, 16th terms.
Growing up from the education sector, Ms. Pham Thi Thanh Tra started as a teacher at Tran Yen District Practice Center (old Yen Bai province), then worked as an official, Deputy Head of the Department of Education and Training of Tran Yen district. She has held many leadership positions in this locality such as: Vice Chairman of Tran Yen District People's Committee, Secretary of the Provincial Youth Union, Head of the Provincial Party Committee's Propaganda Department, Vice Chairman of the Provincial People's Committee, Secretary of Yen Bai City Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council.
In October 2020, she was transferred to the Central Government as Deputy Minister of Home Affairs, concurrently Deputy Head of the Central Organization Committee. In April 2021, she was approved by the National Assembly to hold the position of Minister of Home Affairs. In October 2025, the National Assembly approved her appointment as Deputy Prime Minister for the 2021-2026 term.
Deputy Prime Minister Ho Quoc Dung:
Born in 1966, native of Gia Lai province. He is a member of the 13th and 14th Central Committees of the Party; National Assembly Deputy of the 12th term.
Having worked for a long time in Binh Dinh province (old), Mr. Ho Quoc Dung used to hold the positions of: Vice Chairman of Phu Cat District People's Committee, Deputy Chief of Office and then Chief of Office of the Provincial Party Committee, Deputy Head of the full-time Delegation of the Provincial National Assembly Delegation, Vice Chairman and then Standing Vice Chairman of the Provincial People's Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Provincial Party Secretary, Chairman of the Provincial People's Council.
In July 2025, when Binh Dinh province merged with Gia Lai, Mr. Ho Quoc Dung was appointed by the Politburo to hold the position of Secretary of Gia Lai Provincial Party Committee. In October 2025, the National Assembly approved his appointment as Deputy Prime Minister for the 2021-2026 term.
Deputy Prime Minister Nguyen Van Thang:
Born in 1973, native of Hanoi City. He is a member of the Party Central Committee of the XII (supplied), XIII, XIV terms; National Assembly Deputy of the XIV, XV, XVI terms.
Before taking office in the government, Mr. Nguyen Van Thang had more than 20 years of working at Vietnam Joint Stock Commercial Bank for Industry and Trade (VietinBank), having held many important positions, from Director of VietinBank Hanoi branch, General Director, to Chairman of VietinBank's Board of Directors.
In July 2018, Mr. Nguyen Van Thang was appointed as Vice Chairman of Quang Ninh Provincial People's Committee, then Deputy Secretary of the Provincial Party Committee, Chairman of Quang Ninh Provincial People's Committee. From October 2020, he held the position of Secretary of Dien Bien Provincial Party Committee.
In November 2022, he was approved by the National Assembly as Minister of Transport.
He was then approved to be appointed Minister of Finance for the 2021-2026 term.
Deputy Prime Minister Le Tien Chau:
Born in 1969, native of Tay Ninh province. He is a member of the 13th and 14th Central Committees of the Party; National Assembly Deputy of the 15th term.
Mr. Le Tien Chau worked for 15 years at Ho Chi Minh City University of Law (1994-2009). After that, he worked at the Ministry of Justice and held positions such as: Director - Head of the Representative Office of the Ministry of Justice in Ho Chi Minh City concurrently Rector of Vi Thanh Intermediate Law School, Director of the Department of Personnel Organization, Rector of Hanoi Law University, Deputy Minister of Justice.
In March 2018, the Secretariat appointed Mr. Le Tien Chau as Deputy Secretary of the Hau Giang Provincial Party Committee. 1 month later, he was elected Chairman of the Provincial People's Committee. In August 2020, he was elected Secretary of the Provincial Party Committee.
In mid-2021, he was Deputy Secretary of the Party Delegation of the Vietnam Fatherland Front, Vice Chairman cum Secretary General of the Central Committee of the Vietnam Fatherland Front for the term 2019-2024. In January 2023, he was assigned by the Politburo to be Secretary of the Hai Phong City Party Committee.
