The Minister of Home Affairs has issued Circular 7/2026/TT-BNV detailing the salary level of domestic consultants to determine package prices, effective from July 1, 2026.
This Circular stipulates the salary level of domestic consultants as a basis for preparing, appraising, and approving bidding estimates for investment projects, procurement estimates, provision of public products and services, procurement of drugs, chemicals, testing materials, medical equipment, procurement of national reserves, hiring the preservation of national reserves, or other tasks that must be organized for bidding according to the provisions of the Bidding Law.
The Circular stipulates the monthly salary level applicable to consultants with a working time of 26 days, which is divided into 4 different levels, depending on their qualifications, experience and position in the bidding package.
In which, level 1 not exceeding 70 million VND/month is applied to one of the following cases: Consulting experts with a university degree, with a training expertise suitable to the consulting major, and with 15 years or more of experience in the consulting major.
Or consulting experts with a master's degree or higher, with specialized training suitable to the consulting industry, and with 8 years or more of experience in the consulting industry; or consulting experts holding the title of Head of consulting group or presiding over the organization and operation of consulting packages.
In addition to the maximum salary mentioned above, the Circular also stipulates other salary levels including level 2 not exceeding 55 million VND/month; level 3 not exceeding 40 million VND/month; level 4 not exceeding 30 million VND/month, depending on qualifications, years of experience and positions in the bidding package.
