Base salary expected to increase from July 1st, Ministry of Home Affairs proposes new formula for calculating salaries and allowances

The draft Circular is being consulted by the Ministry of Home Affairs to specify the formula for calculating the base salary and allowances according to the new salary from July 1. 2026.

The Ministry of Home Affairs is seeking opinions on the Draft Circular guiding the implementation of the base salary level for subjects receiving salaries and allowances in agencies, organizations, and public non-business units of the Party, State, Vietnam Fatherland Front, socio-political organizations and associations.

Draft Circular detailing the draft Decree stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces. The draft decree stipulates that the base salary applied from July is 2,530,000 VND/month, an increase of 190,000 VND compared to the current level.

The formulas for calculating salaries, allowances and other regimes are clearly stated in the draft Circular:

Based on the operating fee coefficient for People's Council delegates at all levels according to the provisions of current law to calculate the operating fee level according to the following formula:

9 groups of subjects applying the base salary level:

The first group, cadres and civil servants receiving salaries from the state budget working in Party and State agencies, the Vietnam Fatherland Front, socio-political organizations at the Central level; in provinces and cities directly under the Central Government; in communes, wards, special zones; in special administrative-economic units.

The second group, civil servants receiving salaries from the salary fund of public non-business units according to the provisions of law.

The third group, cadres, civil servants, and public employees who are sent by competent authorities to work at associations, non-governmental organizations, projects and international agencies and organizations located in Vietnam but are still entitled to salaries according to the salary scale issued together with Decree No. 204/2004/ND-CP of the Government.

The fourth group, salaried people working within the staffing quota assigned by competent authorities at associations assigned tasks by the Party and State are supported by the state budget according to the provisions of Decree No. 126/2024/ND-CP of the Government.

The fifth group, non-specialized workers in villages and residential groups specified in Decree No. 33/2023/ND-CP of the Government

The sixth group, People's Council delegates at all levels, enjoy operating fees according to the provisions of current law.

The seventh group, people working in cryptography organizations.

The eighth group, people doing jobs under the labor contract regime specified in Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government on contracts for some types of jobs in administrative agencies and public non-business units are subject to the case of being applied or having agreements in labor contracts applying salary ranking according to Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regimes for cadres, civil servants, public employees and armed forces.

The ninth group, the following subjects are applied to this Circular to calculate and determine the level of contribution and enjoyment of social insurance benefits and resolve regimes related to salaries according to the provisions of law:

Cadres, civil servants, public employees going to study, intern, work, treatment, and nursing (domestic and foreign) on the payroll list of Party and State agencies, socio-political organizations, public non-business units and associations supported by the state budget for operating expenses;

People who are in internship or probation (including commune-level civil servant internship) in Party agencies, State agencies, socio-political organizations, public non-business units and associations supported by the state budget for operating expenses;

Cadres, civil servants, and public employees who are being temporarily suspended from work, are being temporarily detained, or temporarily imprisoned.
