9 groups of subjects supported by the State for vocational skills development

According to the revised Law on Employment effective from January 1, 2026, there are 9 groups of subjects that are supported by the State to develop vocational skills.

The 2025 Law on Employment has many important amendments and supplements to develop the labor market, aiming to ensure sustainable jobs for all workers.

In particular, the Party's major policy on human resource development, especially high-quality human resources, has been studied by the unit drafting the 2025 Employment Law, adding many new regulations for implementation.

The 2025 Law on Employment is reserved for Chapter V with 5 articles (from Article 22 to Article 26) to regulate the content of vocational skills development with relevant regulations on qualifications, standards, assessment, issuance of national vocational skills certificates, etc.

Article 22, Clause 3: The State will support the development of vocational skills for workers in the following subjects:

1. People with revolutionary contributions and their relatives.

2. People from poor households and near-poor households.

3. People with disabilities.

4. Elderly people.

5. Ethnic minorities.

6. People who have completed their military service or their service in the People's Public Security.

7. Youth volunteers complete programs and projects for socio-economic development.

8. Young intellectuals volunteer after completing work in the economic - defense zone.

9. Other subjects according to the Government's decision, depending on the socio-economic situation.
