Ho Chi Minh City takes advantage of vacant land and public land that are slow to be deployed in wards and communes to build temporary parks, flower gardens and community living spaces.

The Ho Chi Minh City Department of Construction has just sent a document to the Ho Chi Minh City Department of Agriculture and Environment, Ho Chi Minh City Department of Finance and People's Committees of wards, communes, and special zones on reviewing and taking advantage of vacant land that has not been deployed for construction to temporarily develop green spaces, parks and community living spaces in the city.

Accordingly, the Department of Construction agreed with the proposal of the Department of Agriculture and Environment and recommendations from some localities such as Hoa Binh, Kim Long, Binh Tay, Vinh Tan, Vinh Hoi, Bay Hien, Phuoc Long, Binh Chanh, Thanh An, Tam Thang... on the temporary use of public land areas or land that has been planned for investment but is slow to implement.

These land areas include unused public land, inefficient use or projects that have been approved in principle, allocated land, or leased land but have not been put into operation.

Instead of leaving land vacant, the city aims to take advantage of it to build small-scale green spaces such as temporary parks, flower gardens, community activity yards, contributing to improving urban landscape and improving the quality of life of people.

However, the implementation must strictly comply with the principles: not changing the land use purpose; not affecting the progress of projects that have been approved; not arising additional legal procedures on land; and at the same time must ensure appropriate funding for maintenance and operation.

Notably, most of the proposed land plots are small in scale and directly managed by localities. Therefore, the Department of Construction requests the People's Committees of wards, communes, and special zones to base on the actual conditions of each land plot to choose suitable models such as community activity yards, flower gardens or planting trees, in order to promote temporary use efficiency.

In addition, the Ho Chi Minh City Department of Finance is assigned to take the lead in guiding localities on mechanisms, funding sources for implementation and maintenance of operations for temporary green spaces.

At the same time, the Ho Chi Minh City Department of Agriculture and Environment will be responsible for guiding and removing obstacles related to land law in the implementation process.
