Article 32 of Decree No. 105/2025/ND-CP (effective from July 1, 2025) details a number of articles and measures to implement the Law on Fire Prevention, Fire Fighting and Rescue, stipulating the compensation and support regime for mobilized people, fire fighting, rescue and relief participants as follows:
1. People who are not members of the fire prevention, fire fighting and rescue force when mobilized, when participating in fire fighting, rescue and relief are entitled to the following compensation:
a) If the firefighting, rescue and relief time is less than 2 hours, the minimum allowance is 0.3 days of regional minimum wage;
b) If the time for fire fighting, rescue and relief is from 2 hours to less than 4 hours, the minimum allowance is 0.45 days of regional minimum wage;
c) If the firefighting, rescue and relief time is 4 hours or more or the firefighting, rescue and relief time is many days, the minimum allowance for every 04 hours is 0.6 days of regional minimum wage. If you participate in fire fighting, rescue and relief at night from 10:00 p.m. to 6:00 a.m. the next day, it will be calculated twice as much as the above calculation.
2. That level has the authority to mobilize, that level will directly pay the allowance to the mobilized individuals under its management.
In case the fire fighting, rescue and relief participants are not mobilized, the People's Committee at the commune level will pay from the state budget.
3. The method of calculating regional minimum wage days is implemented according to the provisions of Clause 3, Article 31 of this Decree.
Clause 3, Article 31 of Decree No. 105/2025/ND-CP stipulates:
3. The regional minimum wage is determined by the regional minimum wage per month applied to employees working in the area as prescribed by the Government at the time of training and fostering fire prevention, fire fighting, rescue and relief, divided into 26 days.
Thus, the compensation regime for firefighting participants is implemented according to the above regulations.
