Article 22 of the Law on Fire Prevention, Fire Fighting and Rescue 2024 (effective from July 1, 2025) stipulates fire prevention for vehicles as follows:
1. Road motor vehicles transporting passengers and goods at risk of fire and explosion when participating in traffic must ensure the following fire safety conditions:
a) Having prohibition signs, signs, and directional signs according to regulations;
b) Comply with the requirements for fire prevention and fighting prescribed in Clause 2, Article 16 of this Law.
2. Railway vehicles, inland waterway vehicles, ships transporting passengers and goods with fire and explosion hazards must ensure the following fire safety conditions:
a) Fire prevention safety conditions as prescribed by the law on railways, the law on inland waterway traffic, and the law on maritime;
b) Conditions specified in Clause 1 of this Article;
c) Vehicles subject to fire prevention and fighting design appraisal must have a document appraising the fire prevention and fighting design, a document approving the results of fire prevention and fighting acceptance of the specialized management agency;
d) Having a fire fighting, rescue and relief plan.
3. Vehicles manufactured, assembled, newly manufactured, or converted and subject to fire prevention and fighting design appraisal are only granted a Certificate of technical safety and environmental protection when there is a document approving the acceptance results of fire prevention and fighting according to regulations.
4. Waterway vehicles of international organizations, organizations and individuals when participating in Vietnam's inland waterway activities must meet the safety conditions for fire prevention and fighting according to the provisions of Vietnamese law.
5. The owner, captain, ship owner, and driver of the vehicle under their management are responsible for ensuring fire safety and fire prevention and fighting during the operation of the vehicle.
Thus, from July 1, 2025, vehicles must ensure fire prevention and fighting according to the above regulations.
