The Lao Dong Newspaper Legal Consulting Office replied:
Article 14 of the Law on Fire Prevention, Fire Fighting and Rescue 2024 (effective from July 1, 2025) stipulates the following prohibited acts:
1. Intentionally causing fire, explosion, accident, incident or inciting, inciting, luring others to cause fire, explosion, accident, incident causing damage or potentially causing damage to people and property of an agency, organization, or individual, affecting the economy, environment, security, and order.
2. Insult, threaten, obstruct, or resist the forces performing the task and those participating in fire prevention, fire fighting, rescue and relief.
3. Taking advantage of or abusing the performance of fire prevention, fighting, rescue and relief tasks to commit acts that violate the law, harass, or infringe upon the interests of the State, the legitimate rights and interests of agencies, organizations, and individuals.
4. Taking advantage of participation in fire fighting, rescue and relief to commit acts that violate the law, infringe upon the interests of the State, the legitimate rights and interests of agencies, organizations and individuals.
5. Forgery, falsification of fire prevention and fighting design appraisal results, fire prevention and fighting acceptance test results.
6. Fake fire; fake rescue and relief report.
7. Illegal production, storage, transportation, use, and sale of goods, substances, and objects that are dangerous for fire and explosion.
8. Converting and adding functions to the use of works and construction items that do not ensure fire safety and fighting according to the provisions of law.
9. Trading in fire prevention, fire fighting, rescue and relief equipment with quality that does not comply with the applicable announcement standards and corresponding technical regulations.
10. Seizing, destroying, intentionally damaging fire prevention, fighting, rescue, and relief means; arbitrarily changing, moving, or covering up fire prevention, fighting, rescue, and relief means, signs, and directional signs that have been equipped according to regulations; obstructing escape routes; disrupting the effectiveness of escape routes and escape routes, preventing the fire from spreading.
11. Encroaching and arranging obstacles that hinder the operation of fire fighting, rescue and mechanical rescue vehicles.
Thus, from July 1, 2025, the above 11 acts will be strictly prohibited in fire prevention and fighting.
