Clause 1, Clause 2, Article 2 of the 2019 Law on Reserve Forces stipulates as follows:
1. The reserve force includes reserve soldiers and reserve technical vehicles registered, managed and arranged into reserve units to be ready to supplement the standing forces of the People's Army.
2. Reserve soldiers include reserve officers, reserve professional soldiers and non-commissioned officers, reserve soldiers registered according to the provisions of the Law on Officers of the Vietnam People's Army, the Law on Professional Soldiers, National Defense Workers and Public Employees, and the Law on Military Service.
Article 12 of the 2019 Law on Reserve Forces, amended and supplemented by Clause 3, Article 7 of the Law amending and supplementing a number of articles of 11 Laws on Military and National Defense 2025, stipulates the registration and management of reserve soldiers as follows:
1. The commune-level military command implements the registration of reserve soldiers for citizens residing in the locality.
The military command of agencies and organizations shall carry out the registration of reserve soldiers for citizens who are working, studying, and working at agencies and organizations. In case the agency or organization does not have a military command, the head or legal representative of the agency or organization is responsible for organizing for citizens who are working, studying, and working at the agency or organization to carry out the registration of reserve soldiers at their place of residence.
2. Commune-level People's Committees manage reserve soldiers residing in the locality.
3. The Regional Defense Command coordinates with agencies and organizations to manage reserve soldiers who are working, studying, and working at agencies and organizations in the area.
4. The Government shall specify the order and procedures for registering reserve soldiers specified in Clause 1 of this Article.
Thus, the registration and management of reserve soldiers in localities is carried out according to the above regulations.
