Article 9 of the Law on Professional Soldiers, Workers and National Defense Officials stipulates the assessment of professional soldiers, workers and national defense officials as follows:
1. Evaluate professional soldiers, workers and defense officials to determine political qualities, ethics, capacity, professional qualifications, and results of performing assigned duties and tasks.
The evaluation results are the basis for arranging, using, training, fostering, rewarding, disciplining and implementing policies for professional soldiers, workers and defense officials.
2. Based on the results of the assessment of professional soldiers, defense workers and civil servants are classified and evaluated according to the following levels:
a) excellently complete duties and tasks;
b) Completing responsibilities and tasks well;
c) Completing duties and tasks;
d) Failure to fulfill duties and tasks.
3. The Minister of National Defense shall detail this Article.
According to Clause 1, Article 5 of Circular No. 95/2024/TT-BQP of the Ministry of National Defense, for annual bonuses, based on the assessment and classification of the level of task completion in the year according to the announcement of the competent authority and based on the salary payment list in the month of assessment and classification, agencies and units from the regimental level and equivalent or higher shall make a list and distribute it to beneficiaries, ensuring public implementation in the agency or unit; at the same time, report the results to the superior unit directly to the level directly under the Ministry for management and inspection.
