Decree 179/2025/ND-CP stipulates the level of support for people working full-time in digital transformation, network information security, and network security. The Decree takes effect from August 15.
The Decree stipulates that specific subjects are supported with groups of officers, professional non-commissioned officers, technical specialists and police workers under the People's Public Security; officers, professional soldiers, defense workers and civil servants under the People's Army and people working in key organizations receiving salaries from the state budget working full-time on digital transformation, network safety and security, ensuring national sovereignty in cyberspace and other subjects related to digital transformation under the authority of the Ministry of National Defense and the Ministry of Public Security.
The above subjects are entitled to a support level of 5 million VND/month, paid with the same monthly salary and not used to calculate social insurance and health insurance contributions and benefits.
The above support level will be applied until salary policy reform is implemented according to the policy of the competent authority.
Regarding the funding source for cadres, civil servants, and armed forces, the state budget will ensure the current budget decentralization prescribed in the State Budget Law and other legal funding sources.
In case a public service unit self-insures regular and investment expenses, the Government shall prescribe the cost of support from the unit's revenue from operational activities and other legal sources.
As for public service units that self-insure regular expenditures, the source of support is from the unit's revenue from career activities and other legal sources.
In the public service unit, it is self-sufficient in regular expenditures, funding for support levels from the unit's revenue from public service activities, state budget support and other legal sources.
The state budget will allocate funding based on the number of people working full-time in digital transformation who receive salaries from the state budget assigned by competent authorities, if any.
On the other hand, public service units with regular expenditures guaranteed by the state budget have resources provided by the state budget.
