Article 9, Chapter II of Decree No. 282/2025/ND-CP stipulates administrative sanctions for violations in the fields of security, order, and social safety; prevention and control of social evils; prevention and control of domestic violence (effective from December 15, 2025), stipulates the punishment of violations of regulations on ensuring public safety as follows:

1. A warning or a fine of VND 500,000 to VND 1 million for one of the following acts:

a) Failure to comply with regulations on keeping a public calm by medical examination and treatment facilities, nursing homes, schools or other places that require public calm;

b) Selling food and beverages beyond the prescribed hours of the People's Committees of provinces and centrally run cities.

2. Fines from VND 1 million to VND 2 million for the act of using loudspeakers, gongs, drums, horns, horns or other means of mobilization in public places without permission from competent authorities.

3. Administrative violations of noise not specified in this Decree shall be handled and punished according to the provisions of the Government's Decree regulating administrative sanctions in the field of environmental protection and related legal documents.

4. Additional penalty:

Confiscation of exhibits and means of administrative violation for violations specified in Clause 2 of this Article.

Clause 2, Article 5 of Decree No. 282/2025/ND-CP stipulates the maximum fine for organizations subject to administrative sanctions as follows:

2. The fine level prescribed in Chapter II of this Decree is the fine applied to administrative violations by individuals. For organizations with the same violation, the fine is 02 times the fine for individuals.

Thus, from December 15, 2025, cases that do not comply with the regulation of staying calm at the hospital can be punished according to the above regulations.
