Article 3 of Circular No. 16/2026/TT-BGDĐT stipulating career guidance and vocational guidance in education (effective from March 24, 2026) stipulates the principles of implementation as follows:

1. Ensure compliance with the capacity, interests, aspirations of students and human resource needs, socio-economic development requirements of the country and localities.

2. Ensure the right to choose a study and career direction for students; create conditions for learners to study for life and switch between educational and training streams according to the provisions of law.

3. Implement career guidance and streaming in a systematic and continuous manner, enhance practical experience, integrate into the education program; ensure quality and intercommunication between streams.

4. Ensure coordination between educational institutions, families, state management agencies, social organizations, businesses and related organizations and individuals in organizing career guidance and stratification.

5. Ensure fairness, gender equality and access to career guidance and streaming activities for all learners, especially learners in remote, isolated, border, island and areas with particularly difficult socio-economic conditions, and learners with disabilities.

6. Encourage the mobilization of social resources to participate in career guidance and stratification activities according to the provisions of law.

Thus, from March 24, 2026, career guidance and education streaming should be based on the principles specified above.
