Policies that public teachers teaching between schools and levels are entitled to

Clause 1, Clause 3, Article 13 of Decree No. 93/2026/ND-CP detailing and guiding the implementation of a number of articles of the Law on Teachers (effective from March 31, 2026) stipulates inter-school and inter-level teaching for teachers in public educational institutions as follows:

1. Principles of assigning teachers to teach between schools and levels

a) The assignment of teachers to teach inter-school and inter-level is carried out on the basis of considering the rationality of geographical conditions, the actual circumstances of teachers and the opinions of the head of the educational institution with the authority to manage teachers and the educational institution where teachers are assigned to teach inter-school and inter-level;

b) Educational institutions with the authority to manage teachers and educational institutions where teachers are assigned to teach inter-school and inter-level teaching coordinate, create time conditions, arrange and assign other suitable tasks for teachers to complete inter-school and inter-level teaching tasks.

3. Regimes and policies for teachers teaching at inter-school and inter-level levels

a) The number of teaching periods or teaching hours of teachers according to the working regime is the total number of teaching periods or teaching hours in educational institutions, levels of education, and training levels of teachers assigned to teach inter-schools and inter-levels;

b) The evaluation of inter-school and inter-level teachers is carried out by the head of the educational institution with the authority to manage teachers based on comments on the level of task completion of the head of the educational institution where the teacher comes to teach inter-school and inter-level according to the assignment;

c) Salaries and regimes according to salaries of teachers teaching at inter-schools and inter-levels are paid by educational institutions with the authority to manage teachers. Overtime salaries (if any) and mobile allowances, other expenses if any are implemented according to the provisions of law. Funds for implementing policies at this point for teachers during the time assigned to teach at inter-schools and inter-levels are guaranteed by the state budget.

Thus, from March 31, 2026, teachers teaching between schools and levels in public educational institutions are entitled to regimes and policies according to the above regulations.
