The Government has just issued Decree No. 93/2026/ND-CP detailing and guiding the implementation of a number of articles of the Law on Teachers, effective from March 31, 2026.
The Decree identifies 7 groups of teachers who are entitled to attraction and re-employment policies.
In addition to the group of talents as stipulated in Article 4, Decree 179/2024 (such as graduates with valedictorian degrees, excellent degrees or higher, experts, leading scientists...), 6 other groups of subjects are prioritized in recruitment and enjoy special policies, including:

One is a professor, associate professor or a person recognized as meeting the standards for the title of professor, associate professor.
Two are people who have achieved high-level national and international achievements in the fields of culture, arts, sports, and traditional occupations.
Three are artisans, artists, doctors with honors, people; people with national vocational skills certificates of level 4 or higher or having certificates of excellent vocational skills, winning prizes at regional and international vocational skills competitions.
Four are people who come to work in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions.
Five are teachers in key and essential fields according to socio-economic development needs.
The last group is teachers teaching majors and occupations that are difficult to recruit students but are in need of society; specialized occupations in the fields of art, sports, health, defense and security.
In which, teachers belonging to group 4 are recruited in the form of reception, without requiring a minimum working time like other groups, and at the same time enjoy policies for people working in areas with particularly difficult socio-economic conditions.
For the remaining 5 groups, incentives are implemented according to the general regulations of the Government such as enjoying 100% salary during probation, enjoying additional monthly allowances equal to 150% of the current salary; being prioritized to rent official housing or borrow money to buy houses in installments...
Localities and educational institutions shall base on this regulation and strategic development goals, and actual conditions to specifically identify beneficiaries of attraction policies for teachers in each appropriate period.
