Documents proving legal residence when registering permanent residence

Clause 2, Article 5 of Decree No. 154/2024/ND-CP detailing a number of articles and measures for implementing the Law on Residence, stipulates that documents and materials proving legal residence for permanent residence registration are one of the following documents and materials:

a) Documents and documents certifying land use rights and ownership of assets attached to land issued by competent authorities through periods in accordance with the law on land and housing;

b) Housing construction permit or term housing construction permit for cases where a construction permit must be applied according to the provisions of construction law;

c) House purchase and sale documents owned by the state or documents on price reduction, liquidation of houses attached to residential land owned by the state according to the provisions of law;

d) Housing purchase and sale contract or documents proving that houses have been handed over or houses have been received from real estate business enterprises investing in construction for sale;

e) Documents on purchase, lease-purchase, donation, inheritance, capital contribution, and exchange of houses in accordance with the provisions of the law on land and housing;

e) Documents on the donation of houses of gratitude, houses of compassion, houses of great solidarity, housing and land allocation to individuals and households;

g) Documents of the Court or competent state agency resolving housing ownership that have taken legal effect;

h) Documents and materials proving the mortgage or pledge of legal residence ownership;

i) Confirmation from the People's Committee of commune level on houses and residential land used stably, without disputes and not belonging to locations not eligible for new permanent residence registration according to Form No. 02 issued together with this Decree;

k) Documents and materials proving the registration and inspection of vehicles under the ownership, confirming the registration of the vehicle's permanent parking place except in cases where it is not required to register the permanent parking place as prescribed in Clause 2, Article 3 of this Decree;

l) Contracts and documents on leasing, lending, and lodging that are notarized or certified according to the provisions of law;

m) One of the other types of papers and documents for consideration of issuing certificates of land use rights, ownership of other assets attached to land according to the provisions of the law on land and housing through periods.

Thus, citizens can use documents and materials according to the above regulations to prove legal residence when registering permanent residence.
