Attending and directing the Congress were Ms. Tran Lan Phuong - Standing Vice President of the Central Vietnam Women's Union; Mr. Mua A Vang - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Dien Bien province; along with 219 delegates representing more than 111 thousand women's union members throughout the province.
The Congress has the motto: "Unity - Creativity - Integration - Development", with the theme "Dien Bien women promote the tradition of solidarity, creativity, aspiration, rise up in the new era; improve the quality of Association activities; contribute to promoting gender equality and great national unity, participate in building Dien Bien province to develop in a green, smart, sustainable economic direction, rise up to develop well in the region".

At the first session of the Congress, 219 delegates voted to elect 32 comrades (rejecting 1 comrade) to participate in the Executive Committee of the 13th Provincial Women's Union, term 2025-2030.
Entering the new term, the Dien Bien Provincial Women's Union strives for 100% of Women's Unions at all levels to promote propaganda and mobilize members, creating social consensus for key projects.
In which, special attention is paid to hot issues such as: Drug prevention and control; site clearance of provincial projects; prevention of early marriage, consanguineous marriage; gender equality, domestic violence and illiteracy eradication.


Regarding economic development support, every year, Association levels will organize to improve knowledge and in-depth skills for 135 women with business start-up ideas. At the same time, guide and support at least 2 business households owned by women to convert into businesses.
By the end of the term, the whole province will establish 5 new Cooperatives (HTX) with women participating in managing and consolidating the quality of operations of 7 cooperatives previously established with the Association's support.
Regarding organizational development, the Dien Bien Provincial Women's Union set a target to increase at least 3,000 members compared to the beginning of the term.
Recognizing the positive contributions of the Union at all levels and officials and women's union members of the province for the 2021-2025 term, on this occasion, the Provincial People's Committee awarded Certificates of Merit to 2 collectives and 3 individuals; The Standing Committee of the Provincial Women's Union awarded Certificates of Merit to 8 collectives and 44 individuals.
