The Nam Ke Commune Primary and Secondary Inter-level Boarding School Project, Dien Bien province is invested by the Project Management Board and Land Development Fund of Region 5, with a total investment of 220 billion VND from the Central budget.
This is a project of strategic significance for the cause of "cultivating people" in the border area. The project includes 30 cultural classrooms, 12 subject classrooms, a school board office block, a library, a multi-purpose house, 81 student dormitory rooms, 16 teacher offices, dining rooms, kitchens and technical infrastructure systems.
When completed, the school will meet the learning and living needs of about 1,000 students who are children of ethnic minorities in border areas.


Besides the educational significance, a bright spot in the project implementation process in Nam Ke commune is the policy of prioritizing the use of on-site human resources. The construction unit has turned the construction site into a place to create livelihoods for local people.
According to Mr. Nguyen Hong Minh - representative of the construction unit (Thuan Tuong Nguyen Co., Ltd., Dien Bien province), the construction site currently maintains about 250 local workers working regularly.
Depending on health and skills, workers are arranged in suitable positions such as: transporting materials, construction workers, welders, ironworkers, loading and unloading, protecting or operating basic technical machinery" - Mr. Nguyen Hong Minh said.
According to records, the wage for local workers at the project ranges from 350,000 to 450,000 VND/day. This is a fairly high and stable income compared to the general level in the highlands. Thanks to working on the spot, workers save on rent, living expenses, and also have conditions to take care of their families and children.

In particular, this model creates great consensus among the people. Local people are both the ones who directly build and the beneficiaries of the project in the future for their children.
From there, the spirit of responsibility and cohesion with contractors is enhanced, contributing to ensuring security and order and construction progress.
Representatives of the construction unit also affirmed that to ensure the completion progress according to the plan, in the next phase, the project is expected to need to mobilize about 500 more workers.
The contractor is committed to prioritizing on-site recruitment, while focusing on skills training, labor safety guidance and adequate protection equipment. Environmental sanitation work is also supervised to avoid affecting the daily life of the residential area" - Mr. Nguyen Hong Minh said.
