Close coordination between organizations contributes to promoting the strength of the synthesis, creating a widespread influence in society. Party building work is identified as a key task, implemented synchronously by Party committees at all levels, with focus and key points. Political, ideological and ethical education work has been strengthened; the study, dissemination, concretization and implementation of the Central's resolutions, directives and conclusions have been seriously implemented, contributing to raising political courage, awareness of cultivating, training and "resistance" of ideology for cadres and party members. The work of organizing and building the Party has been implemented methodically, ensuring principles and processes; the comprehensive leadership of the Party Committee model replaces the Party Youth Union model, gradually creating fundamental changes in the Party's leadership method. The party organization system is perfected and synchronized, clearly promoting the role of the political center at each agency and organization, overcoming the situation of dispersation and overlap in leadership and direction. The work of inspection, supervision and party discipline is focused on, implemented in accordance with regulations, focusing on areas where violations are likely to arise. The leadership methods of Party committees at all levels continue to be innovated in the direction of democracy, publicity and efficiency; the application of information technology in Party management, activities, inspection and supervision is increasingly promoted, gradually forming a suitable leadership method in the context of digital transformation.

In addition to the results and positive changes, the Party building work of the Party Committee in the 2020 - 2025 term still has some limitations and weaknesses: The content and methods of gathering people from all walks of life, although there have been innovations, have at times, not met practical requirements. The organization of patriotic emulation movements and campaigns in some places is not very effective. The conversion of the new party organization model has caused some Party committees to be confused. The concretization of resolutions of some party organizations is not timely. Party cell activities in some places are still formal; inspection and supervision work is not comprehensive. The application of information technology in party work is still limited.

2. Orientations, targets, tasks and solutions for the 2025 - 2030 term

The Congress determined the direction for the 2025-2030 term as: Continue to improve the leadership capacity, fighting strength and quality of the Party Committee's activities; build a truly clean and strong Party Committee in all aspects. Promote innovation in comprehensive, democratic, scientific and modern thinking and leadership methods; enhance practicality and effectiveness in advising and organizing the implementation of the Party's resolutions. According to the General Secretary, we are entering the 2025-2030 term with a new requirement: synchronously restructuring the organization associated with innovating the method of operation; restructuring the space for socio-economic development by "rearranging the mountain goose" through the division of geography at the provincial and commune levels with the 3-level local government model.

Shifting from "right direction" to "correct and sufficient results", measurable, verified, and achieved results are not only feelings but must go into the material and spiritual life and social activities of each ward, hamlet, village, into each family, into each individual.

The General Secretary emphasized that in the coming time, we carry on our shoulders two 100-year goals of the nation, in which the spirit of the draft Resolution of the 14th National Congress of the Party, the draft Resolution of the first term of the Fatherland Front and the action program that the Congress discussed and decided will be the " foundation", the "red thread" throughout the term. The core issue is "What goals are set" and "who does it, how much, when is it done, how is measured, what are the results".

According to the General Secretary, before this Congress, the Politburo had a task with the Standing Committee of the Front Party Committee on tasks related to organizing the first Congress. The Politburo acknowledged and highly appreciated the efforts of the Party Committee of the Fatherland Front and Central organizations in leading and directing the organization of party congresses at all levels in the Front and preparing contents to serve the organization of the first Party Congress of the Front.

The preparation of draft documents and personnel plans has been carried out carefully, seriously, scientifically, ensuring compliance with the regulations and instructions of the Central Government.

At the Congress, the General Secretary proposed to focus on implementing 6 key areas:

First, perfect the organization and coordination mechanism "one task, one focal point, one period, one result". Complete the Regulations on coordination of work between 25 Party organizations under the Front Party Committee. It is necessary to clearly decentralize and delegate power; prevent overlap. Eliminate the institutionalization of the Front organization; keep the principles of operation of the political system as stipulated in legal documents, in the Party charter and related regulations.

Second, consolidate and expand the great national unity bloc "no one is left behind". Design a multi-layered, multi-channel network of representation and participation for new-generation workers, farmers, and young people on digital platforms, women, disadvantaged people, religious and ethnic minorities; promote religious solidarity; national unity; ethnic groups are all "Dragons and Tien", brothers and sisters of one mother and father.

Deploy the "Digital Front Portal" to receive recommendations 24/7; organize the "People's listen Month" at all levels and regions; establish a map to interact with people's issues. Promoting the precious characteristics of Vietnam in not having religious or ethnic conflicts to develop great solidarity groups; strengthening the culture of tolerance, harmony and consensus, turning differences into characteristics, into national development resources.

Third, take care of people's lives with 6 key areas of people's lives and assign the main responsibility to each organization: Employment - salary - labor safety assigned to the Trade Union; Green rural livelihood - digital agriculture - value chain assigned to the Farmers' Association; Family security - gender equality - prevention of violence assigned to the Women's Union; Youth start-ups - digital skills - community volunteers assigned to the Youth Union;

The house of gratitude - order, community discipline assigned to Veterans and People's Public Security Veterans. Including the establishment of a provincial-level Community Emergency Assistance Fund; piloting community risk insurance for vulnerable groups; linking religion, businesses, and philanthropists into a transparent social welfare chain with social audits.

Political and social organizations operate in accordance with the criteria and purposes, clearly demonstrating the representation, mass, social - humanitarian, voluntary - democratic nature; for the noble goals of the nation, the country and the people.

Fourth, innovate the method of mass organization activities - combat the "reverse hat" between the Central and the grassroots.

Youth Union and Women's Union must expand the foundation of the pyramid: each industrial park has strong Youth Union and Union organizations; each school is a community service project with specific products; focus on learners, for knowledge; train young workers outside the state sector, digital youth.

Trade unions return to their true functions: periodic dialogue, substantial collective discussions, protection of workers' rights, building trade union institutions at the place of residence and workplace.

Farmers' Association associates cooperatives, clusters, processing, markets; Women's Union takes the lead in social security, family happiness, and mental health care programs;

The Veterans Association and the People's Public Security are a fulcrum for discipline, order, and preventing social evils. Absolutely avoid formal movements, large gatherings, beautiful reports but thin results.

socio-political organizations and unions are the "common home" of each group of social communities operating according to expertise, profession, and field to be truly united, imbued with identity, and highly professional...

Each member organization registers for "big results in each quarter", "biological breakthroughs in each year"; publicly on the electronic monitoring board. Strengthen inspection, supervision, rewards - strict discipline; do not make excuses to replace others, do not avoid collisions, do not chase achievements.

To put the above 6 focuses into practice, the General Secretary emphasized that the role of the Standing Committee, Party committees at all levels and each Party member is decisive. The Standing Committee of the Party Committee of the Fatherland Front must be truly exemplary, dare to think, dare to do, dare to take responsibility; choose the right breakthrough, the right person, the right job; establish a smooth coordination mechanism from the Central to the grassroots level; strive to complete 6 key areas in the first 6 months of the term.

Party committees at all levels lead and create conditions for the Front and mass organizations to promote their functions properly, not administratively; clearly define tasks, allocate resources transparently, remove barriers to the grassroots; periodically dialogue with the people.

Party members working in the Front and mass organizations system must be the core core, keeping "3 approaches" : close to the people, close to the grassroots, near the digital space; "5 musts": must listen, must dialogue, must be an example, must take responsibility, must report the results; "4 no's": not formal, not avoidable, not pushing, not doing wrong functions.

The General Secretary suggested that the Congress discuss it carefully and thoroughly. Only through targets that we are sure can be achieved and done well. The target is small but clear, measurable, and spreadable.

The Resolution of the Party Committee of the Fatherland Front, Central organizations are not copies of the draft Resolution of the 14th Congress; must have the identity of the Front, characteristic of the great national unity bloc, easy to remember - easy to do - easy to check. Don't let the Resolution "be beautiful on paper"; everyone immediately knows what to do tomorrow, next week, next quarter.

The General Secretary suggested a number of early implementation milestones for the Congress to consider the resolution.

In the 3 months after the Congress: complete the organization and implementation plan, issue a 3-coefficient implementation plan, launch the "Digital Front Portal", select each province/city to choose 1 model of social dialogue and 1 model of community security.

In the 6 months after the Congress: organize the "People's listen to speak month" simultaneously at all levels, organizations and unions under the Front; operate digital maps on people's issues; end the "reverse hat-ching" situation in the Youth Union and Women's Union with a project to expand facilities in industrial parks, boarding houses, and new rural areas.

In 1 year: independently evaluate the provincial-level social trust index; publish the community security index; replicate the social dialogue model if meeting the criteria.

The General Secretary emphasized that in all periods, people's hearts are at peace and stagnate. Protecting the Party's ideological foundation, strengthening people's trust, preserving cultural identity, promoting creativity and compassion - those are the soft but extremely solid defenses of the country. The Front is a place to connect the Party, State and people; a place to turn right policies into right actions, right results.

We have all the conditions and confidence to succeed: the tradition of solidarity, the Vietnamese cultural value system, social consensus, the increasingly enhanced national status, and especially the sense of responsibility of each Front cadre, each union cadre, each Party member.

What the General Secretary hopes for most in this term is to clearly see changes at the grassroots level: fewer meetings; more work and action; fewer slogans, but more results; fewer procedures, more smiles from the People.

9:55: Vietnamese youth currently has about 22 million people, accounting for about 21% of the country's population

Vietnam's youth currently has about 22 million people, accounting for about 21% of the country's population. Today's young generation is inheriting and clearly demonstrating the qualities of patriotism, diligence, intelligence, creativity, daring to think, daring to do. Born and raised with the strong development of the country, young people have the advantages of being able to quickly access and master strategic technologies such as artificial intelligence; cloud computing, quantum, big data; blockchain; mobile network; robots and automation, semiconductors; medicine - biology; energy and advanced materials; rare earth, ocean, underground; cyber security; aviation, aerospace. The Ho Chi Minh Communist Youth Union identified this as one of the breakthrough tasks in recent times and needs to continue to promote in the coming time. Through the "Creative Youth" movement, the awareness and spirit of young people are significantly raised; the pioneering and creative role of young people in researching and applying new scientific and technological achievements to develop the country quickly and sustainably is clearly affirmed. Forums, creative spaces, community initiative competitions, scientific research awards, research support funds... have attracted a large number of young people to participate, creating a healthy competitive environment, encouraging creative thinking and the spirit of learning, the desire to research and be creative of young people.

The whole Youth Union has supported the realization of more than 150,000 ideas and initiatives of young people. The Youth Union has proactively developed and developed the "AIpopulation" program to help young people access and master knowledge about artificial intelligence; deployed the "AI of the Youth Union" tool, helping young people directly experience and apply AI technology in their studies and work.

71.3% of adolescents have access to digital capacity building activities implemented by Youth Union, Association, and Team at all levels, 67.3% of adolescents use online public services, and 78% of adolescents use electronic payment accounts. The delegation has implemented many scholarship programs and supported young people to self-study and lifelong learning, promoting scientific research, especially in the fields of cutting-edge science and technology. In each group of young people, the Youth Union organizes awards and activities to honor, commend, connect and promote young talents in various fields. In particular, the Global Vietnam Young Intellectuals Forum initiated by the Youth Union and Association has become the largest connecting space for young Vietnamese intellectuals around the world, thereby forming the Global Vietnam Young Intellectuals Network that gathers more than 3,000 members, creating youth research groups in various fields, especially core technology.

Third, support young people to start a business, develop digital technology enterprises of young people, and contribute to building a digital economy.The delegation focused on building an ecosystem to support young people to start innovative startups.Clubs, teams, teams, and youth start-up groups are established at universities, businesses, and localities, forming a nationwide network of connections.Contests "Creative startup ideas" and "Youth start-up" at all levels have become important launching pads for potential projects.Over the past 4 years, more than 1,400 contests on youth start-up ideas have been organized, attracting more than 2.3 million young people to participate, with nearly 37,000 supported projects, mainly in the fields of information technology, digital transformation, high-tech agriculture.The youth union at all levels also promoted the application of science and technology, digital transformation in product promotion, supporting young sales people on e-commerce platforms; creating a bridge between young start-ups with successful investors, experts and businesses; building startup incubation programs, creating opportunities for young people to access advanced technology and real-life markets, helping to increase the rate of successful startup projects by 30% within the first two years, contributing to realizing the Resolution's target: At least 5 digital technology businesses on par with advanced countries.

In this year's Youth Volunteer Campaign alone, all 3,321 communes, wards and special zones have youth volunteer teams of "Digital education in urban areas", supporting more than 7.1 million people to receive digital skills training, access online public services, and cashless payments.

The press agencies of the Youth Union are strongly applying digital transformation and artificial intelligence in content governance and operation, developing communication channels with great reach and interaction on digital platforms.

The Youth Union is also connecting and being the core of orientation for many digital content production units and large media sites for young people to have more interaction in propagating and orienting young people. On major holidays, such as the 70th anniversary of Dien Bien Phu Victory, the 80th anniversary of the founding of the People's Army, the 80th anniversary of the People's Public Security, the 80th anniversary of the first general election, etc., the Youth Union's communication campaigns and products create great influence and social impact. Typically, on the occasion of the 50th anniversary of the liberation of the South and national reunification, the Central Youth Union organized the "Peaceful and Beautiful" communication campaign with more than 3.6 billion views; ranked as the most outstanding communication campaign in April 2025. In particular, the Media Campaign to spread positive information on the occasion of the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam with the theme "Proud of Vietnam" has had more than 600,000 posts on social networking platforms and reached more than 10.7 billion views, topping major media campaigns.

We deeply believe that young people will continue to be the pioneer and core force in successfully implementing the goals of science and technology, innovation and digital transformation, blending the aspirations of their youth with the common aspirations of the Party and the whole nation, bringing the country firmly into a new era of prosperous development, prosperity, civilization and happiness - comrade Nguyen Minh Triet said.

Regarding petitions and letters, before the opening of the Congress, they were implemented according to Instruction No. 08-HD/UBKTTW dated November 18, 2024 of the Central Inspection Commission.

- The Delegation Committee's status review has not discovered any errors in the principles and procedures for introducing delegates to attend the Congress; the conversion of defeated delegates to official delegates and issues related to status must be proposed to the Congress for consideration of delegate status.
