Mr. Vu Van Tien, Member of the Presidium, Head of the Propaganda Department of the Central Committee of the Vietnam Fatherland Front (VFF), chaired the Workshop.
Speaking at the Conference, Mr. Vu Van Tien said that, implementing the General Secretary's direction at the 1st Congress of the Vietnam Fatherland Front Party Committee and Central Agencies, term 2025-2030 on assigning the Central Committee (CPU) of the Vietnam Fatherland Front to research, build and independently organize the assessment of the Provincial-level Social Confidence Index, the Standing Committee of the CPU of the Vietnam Fatherland Front determined that this is an important, new and difficult political task, with long-term significance for consolidating people's trust, strengthening social consensus and improving governance efficiency in localities.

In the past time, the Central Committee of the Vietnam Fatherland Front has implemented tasks according to a cautious and methodical roadmap, placing science and practice as a consistent requirement. The scientific consultation conference on December 12, 2025 was organized with the participation of many scientists, experts and representatives of relevant agencies. The conference results have been summarized and widely published and initially reached some important consensus.
At the Workshop, experts and scientists focused on frank, scientific and substantive exchanges on key groups of issues such as the suitability of the current social trust measurement framework; overall structure, component index groups, number of pillars, content of each index group; correlation between the Social Confidence Index set and current index sets; choosing measurement methods that ensure science and feasibility when implemented at the provincial level.
Dr. Bui Hong Viet, Deputy Director of the Department of Research - Public Opinion, Central Propaganda and Mass Mobilization Committee, said that it is necessary to clearly define the construction of social trust at the provincial level, both ensuring brevity and clearly defining specific goals and scope. The Social Confidence Index set needs to target subjects who are directly and frequently in contact with the government. The index set needs to be linked to in-depth statistics, building a scale. This is a difference compared to socio-economic surveys and ordinary public opinion surveys. In addition, the way of asking questions needs to be standardized, avoiding the case that the surveyed person will answer according to habit.
Accepting the presentations at the Workshop, Mr. Vu Van Tien affirmed that after the Workshop, based on the scientific and enthusiastic comments of experts, scientists and representatives of relevant agencies, the Propaganda Department of the Central Committee of the Vietnam Fatherland Front will advise the Standing Committee of the Central Committee of the Vietnam Fatherland Front to continue to study, absorb and complete the structure and composition of the Provincial-level Social Confidence Index. This will be an important basis for summarizing, reporting and submitting to the Secretariat for consideration and direction before organizing and officially implementing in the coming time.
The provincial-level Social Confidence Index set is built according to a multi-dimensional approach, based on people's experiences, combining measurement of institutional trust and social - community trust. Social trust is understood as the assessment, perception and expectation of people towards the state, society and the future development, formed on the basis of practical interaction with public institutions and the living environment. The index set aims at 3 goals, including: independently assessing the level of people's trust at the provincial level; being a tool for monitoring and social criticism of the Vietnam Fatherland Front; providing a scientific basis for local authorities in adjusting policies and improving governance quality.
