On the afternoon of June 7, the IX National Congress of the Vietnam Farmers' Union, term 2026 – 2031, continued the first working day, with a plenary session on the draft Charter of the Vietnam Farmers' Union.
Mr. Nguyen Hoang Trung - Member of the Standing Committee of the Central Committee of the Vietnam Farmers' Union, Chairman of the Bac Ninh Provincial Farmers' Union presented a paper: Innovating and improving the quality of Union activities and farmer movements in the context of streamlining the organizational structure, implementing the two-level local government model and task requirements in the new period.
Mr. Trung said that Bac Ninh province currently has 18 District/City Farmers' Associations, 99 Commune/Ward Farmers' Associations, 2,723 branches with about 389,000 members. The consolidation of organizations associated with streamlining the apparatus has contributed to improving the operational efficiency of the Association system.
The process of arranging the organizational structure poses many difficulties and challenges. Human resources have decreased sharply (about 53%), while 80% of the Chairmen of the Farmers' Association at the commune/ward level are transferred from other fields, so there are still limitations in experience. At the same time, the lack of intermediate level forces the provincial level to directly direct 99 grassroots Associations, in the context of a large area, large number of members and increasingly high task requirements.
Faced with the above challenges, the Association quickly deployed synchronous solutions. In just 10 days, 100% of the grassroots Association's organization stabilized. The Association organized a conference to deploy key tasks, and at the same time provided in-depth training for 99 grassroots Association Chairmen to equip them with knowledge, skills and working methods, helping officials quickly adapt to new roles.
The Provincial Farmers' Association has strongly innovated management methods according to the emulation cluster model with 10 clusters, connecting 99 grassroots Associations and 2,723 branches. At the same time, promote the application of information technology, operating on the digital platform (Zalo) through professional groups such as the Association Chairman group, propaganda group, professional group and Farmers Support Fund, contributing to improving the effectiveness of direction and administration.
After the merger, the Bac Ninh Provincial Farmers' Association was the first unit to complete the Congress at both levels. At the same time, it successfully hosted a workshop to share experiences of 15 northern provinces and cities, thereby spreading many models and creative ways of doing things throughout the Association system.
The Association has proactively advised on the implementation of 3 key projects in the 2026–2030 period and continued to effectively implement 2 other projects, with a total budget of over 100 billion VND. These activities contribute to transforming production thinking, developing the collective economy, strengthening value chain linkages and improving the quality of the good farmer production and business movement.
Chairman of Bac Ninh Provincial Farmers' Association said that in the coming time, the Association will focus on building a team of professional officials; promote comprehensive digital transformation; improve the quality of emulation movements associated with collective economic development and value chain linkage; advise on perfecting mechanisms and policies suitable for the two-level government model; and at the same time promote the role of supervision, social criticism and participation in building the Party and government.
The Chairman of the Bac Ninh Provincial Farmers' Association proposed that the Central Association propose to the Party and State to ensure resources for Farmers' Association activities at the grassroots level, consider arranging the position of Vice Chairman of the Farmers' Association at the commune/ward level in a specialized direction. At the same time, he proposed that the Government complete the legal mechanism to improve proactiveness and flexibility in the management and operation of the Farmers' Support Fund.
