On June 7, at the group discussion session No. 4, the 9th National Congress of the Vietnam Farmers' Union, term 2026 - 2031, delegate Nguyen Van Hai - Member of the Standing Committee of the Dong Nai City Farmers' Union delivered a presentation on the work of gathering members and building a strong grassroots Union organization in the next term.
Mr. Hai said that in the past term, the Association levels have had many innovations in content and methods of operation; gradually attracting a large number of farmers to participate in the Association organization. Many effective models have been implemented such as: Branches, professional association groups; clubs of good farmers in production and business; science and technology clubs... Thereby contributing to improving the quality of Association activities and the lives of members.
However, practice also shows some limitations such as the rate of members participating in activities is still not high in some localities; the content of activities of some branches is still traditional and lacks innovation; the application of information technology in member management and organization of activities is not uniform...
In particular, in areas with many industrial parks and large population fluctuations, the development of members according to targets (for example, 500 members according to the resolution) still faces many challenges.
To overcome the above limitations, delegate Hai proposed 6 key groups of solutions:
First, innovate the method of gathering members in the direction of taking farmers' needs as the center. Association activities must originate from the practical needs of members such as: capital, science and technology, product consumption. It is necessary to strongly shift from "administrative mobilization" to "accompanying - supporting - providing services". When members see clear benefits, participating in the Association organization will be more natural and sustainable.
Second, improve the quality of branch and professional association activities. It is necessary to promote the construction of branch and association groups by industry; develop production and business clubs, science and technology. This is a core solution to overcome the situation of bureaucracy, while promoting the linkage of value chains and sustainable agricultural development associated with building advanced and model new rural areas.
Third, develop young members and good production farmers. In which, focus on attracting rural youth, farm owners, cooperative directors, and good business farmers. This is a force with innovative thinking, technology application capacity, playing an important role in modern agricultural development.
Fourth, promote digital transformation in the Association's work. The Association needs to build a unified member database; manage members using digital platforms. Strengthen the application of online platforms in propaganda, training, and activities. Form groups to connect members through social networks (Zalo, Facebook). At the same time, make digital skills a regular training content for officials and members.
Fifth, build a strong grassroots Association cadre team. Association cadres must truly be a bridge between the Party, State and farmers. It is necessary to improve capacity in mobilizing the masses, organizing movements, digital transformation and collective economic development. Each Association cadre needs to well implement the motto: "Listen to farmers' words, tell farmers to understand, make farmers believe".
Sixth, promote the role of supervision and social criticism. Proactively grasp the thoughts and aspirations of members; promptly propose solutions to issues related to land, production, consumption of agricultural products, environment and social security. Thereby consolidating the confidence of members and enhancing the position of the Association organization in the political system.
Delegates of Dong Nai City proposed that the Central Association continue to improve the foundation of Vietnamese farmers. At the same time, support the construction and replication of branches and professional association groups and have appropriate policies to develop members in the new context.
