On March 10, in Hanoi, the Advisory Council on Democracy and Law of the Central Committee of the Vietnam Fatherland Front organized a Conference to collect opinions on the draft document submitted to the 11th National Congress of the Vietnam Fatherland Front, term 2026-2031 and the draft Charter of the Vietnam Fatherland Front (amended and supplemented). Prof. Dr. Tran Ngoc Duong - Member of the Presidium, Chairman of the Advisory Council on Democracy and Law of the Central Committee of the Vietnam Fatherland Front chaired the Conference.
At the Conference, delegates' opinions clearly stated that the development of the Charter of the Vietnam Fatherland Front must ensure the operation of the Vietnam Fatherland Front in the coming time, such as: Clearer decentralization of the role of the Standing Committee, Presidium and Central Committee of the Vietnam Fatherland Front; promoting the role of Committee members in deploying the activities of the Vietnam Fatherland Front in the area; clarifying the Front's mechanism in anti-corruption, wastefulness, and negativity activities...
Delegates attending also emphasized the content of the Political Report submitted to the Congress. Accordingly, the Political Report needs to clearly show the connection between the Front and socio-political organizations in implementing 6 action programs in the past time; the supervisory and critical role of the Vietnam Fatherland Front and the coordination mechanism of the Vietnam Fatherland Front with State agencies. Especially in the implementation of Resolution 57-NQ/TW of the Politburo, what innovations has the Vietnam Fatherland Front made in the method of grasping the thoughts and aspirations of the people and applying digital technology in implementing action programs...

Contributing opinions on the content of the draft Political Report submitted to the 11th National Congress of the Vietnam Fatherland Front, Dr. Nguyen Van Pha - Member of the Presidium, Deputy Chairman of the Advisory Council on Democracy and Law of the Central Committee of the Vietnam Fatherland Front clearly stated that in the draft Political Report submitted to the Congress, the Central Committee of the Vietnam Fatherland Front has quantified the targets to strive for. This is a bright spot, contributing to bringing practical efficiency in the implementation of Front work in practice.
Contributing opinions to the content of the draft Charter of the Vietnam Fatherland Front (amended and supplemented), Dr. Nguyen Van Pha said that the phrase "Some full-time officials" should not be replaced in Article 13 of the Charter of the Vietnam Fatherland Front, because in reality, implementation through many terms has not shown any problems or inadequacies. At the same time, consider and weigh adjusting regulations related to the tasks and powers of the Central Committee of the Vietnam Fatherland Front, the Presidium, and the Standing Committee in accordance with the new situation.
Regarding the content of the draft Charter of the Vietnam Fatherland Front (amended and supplemented), according to Dr. Ngo Sach Thuc - Member of the Presidium, former Vice Chairman of the Central Committee of the Vietnam Fatherland Front, the amended Charter of the Vietnam Fatherland Front needs to meet the new requirements, in which it is necessary to clarify and explain the principles of organization and operation of the Vietnam Fatherland Front stipulated in Article 5, ensuring synchronization and consistency with the new "subordinate" point in the Constitution and the Law on the Vietnam Fatherland Front.
The amendment of the Charter of the Vietnam Fatherland Front needs to clarify the criteria for members, rights and responsibilities of the Vietnam Fatherland Front; clearly explain the concept of typical individuals, promote knowledge and experience in the Front's activities" - Dr. Ngo Sach Thuc said.
According to Prof. Dr. Phan Trung Ly - Member of the Central Committee of the Vietnam Fatherland Front, former Chairman of the National Assembly's Law Committee, the draft Political Report submitted to the Congress was carefully prepared, with a thorough summary and evaluation and drawing lessons learned, stating specific directions and action programs.
Prof. Dr. Phan Trung Ly said that the summary of achievements has important content, which needs to be generalized and supplemented about the role of the Vietnam Fatherland Front in participating in building a socialist rule-of-law state. The evaluation of strengths and limitations needs to be summarized, focusing on major strategic issues. The content of the draft Political Report needs to review the lessons learned from a term, avoid duplication, and add more lessons learned about promoting the role of supervision and social criticism of the Vietnam Fatherland Front; innovate the operating methods of the Front in the new context, meeting the requirements of digital transformation. At the same time, adjust the naming of each action program to be appropriate" - Prof. Dr. Phan Trung Ly proposed.
Recognizing the heartfelt contributions at the Conference, Prof. Dr. Tran Ngoc Duong - Chairman of the Advisory Council on Democracy and Law of the Central Committee of the Vietnam Fatherland Front emphasized that the opinions have accurately reflected the practical activities of the Vietnam Fatherland Front in the past time.
From the opinions of delegates attending the Conference, Prof. Dr. Tran Ngoc Duong suggested that the Drafting Committee should absorb and amend in order to clarify the meaning, importance and political basis for holding the new term Vietnam Fatherland Front Congress in accordance with the spirit of the 14th Party Congress, thereby assessing the role of the Front in implementing the policy of streamlining the political apparatus and consolidating the apparatus of the local government at 2 levels; analyze and evaluate more clearly the innovation of methods and activities of the Vietnam Fatherland Front through supervision, social criticism and activities to gather opinions and aspirations of the people... From there, clearly show the breakthrough role of the Vietnam Fatherland Front in the period when the country is transforming in accordance with the spirit of the Resolution of the 14th Party Congress.
