Ho Chi Minh City People's Committee has just issued a decision approving the partial adjustment of the 1/2000 scale zoning plan of Sub-zone No. 1 in Thu Thiem New Urban Area.
The total area of the adjusted area is about 50.41 ha, including two areas: area 1 is about 36.04 ha and area 2 is about 14.37 ha.
The adjustment aims to rearrange key projects in Thu Thiem urban area such as the Political - Administrative Center, Children's Palace and Theater - Performing Arts - Conference Center. This plan is also in line with the development orientation of Ho Chi Minh City after implementing administrative boundaries arrangement and merger.
According to the plan, this area will develop into a Political - Administrative Center, a financial, commercial, service, and cultural center of Ho Chi Minh City and the region, with an international position; and at the same time a mixed urban area associated with the inundated ecological landscape along the Saigon River.
Building a new administrative center to serve 6,000 officials
The new Political - Administrative Center of Ho Chi Minh City is built in Central Lake Park, over 33 hectares wide, located in the core area of Thu Thiem New Urban Area.
The Political - Administrative Center area alone has an area of about 7.84 hectares, planned to be a maximum of 30 floors along To Huu Avenue.



The new Political - Administrative Center can meet the regular work needs of about 6,000 officials, civil servants, and public employees.
Every day, this place is expected to receive about 1,500 - 2,000 people and businesses through the modern "one-stop shop" system.
Ho Chi Minh City is expected to start construction of a new Political - Administrative Center on April 30, 2026.
Adjusting the location of the Children's Palace and the Opera House
Ho Chi Minh City Children's Palace (currently deployed in the Central Lake Park land area) will be converted to the block code HC-5. The current Children's Palace construction land area will be converted into a green park and water surface.

The city also swapped the location of the Ho Chi Minh City Symphony Orchestra, Music and Ballet Theater from the Ba Son bridgehead area to the adjacent position of the Political - Administrative Center. The project will be developed into a Theater - Performing Arts - Conference Center with a scale of about 2,000 seats, forming a multi-functional public project complex including administration, politics and culture.
The theater land at the old location will be converted into a park and square, connected to the central square and riverside park, creating a continuous open space along the Saigon River.
Building a 99-story tower 500 m high
In parallel with the administrative area, the planning of the core area of the International Financial Center in Thu Thiem is also adjusted to increase the height of the building.
There are 9 land plots for the construction of the Vietnam International Finance Center in Ho Chi Minh City (symbols from 1. K1. 2. HH to 1. K1. 10. HH) that will be maximized height.

The most notable is land plot 1. K1. 8. HH with an area of about 1.26 ha. This land plot has increased the height of the building from a maximum of 30 floors to 99 floors, with an expected height of about 500 m, instead of 120 m as before.
When implemented, this will be one of the tallest buildings in Vietnam, playing the role of architectural highlight and new symbol of the Financial Center in Thu Thiem.
